About this opportunity
The Defense Logistics Agency Troop Support Subsistence is issuing a Request for Information (RFI) to conduct market research for the procurement of a full-line supply of fresh fruits and vegetables (FF&V) and shell eggs to serve Department of War (DoW) Troop and Non-DoW (USDA Schools) customers located in the Alabama and Florida Panhandle Zone. Respondents must demonstrate capability to supply USDA Grade Number 1 or better quality produce as specified in the detailed item list (Attachment 1), which includes a comprehensive range of fresh fruits, vegetables, herbs, and specialty produce items with precise specifications for count, case sizes, and packaging formats. Potential vendors must be registered on SAM.GOV and DIBBS, possess PACA licensing where applicable, and have the technical capability to interface with both the STORES (Subsistence Total Order and Receipt Electronic System) platform for DoW customers and the FFAVORS Web system for Non-DoW customers, including support for specific EDI transactions. The RFI does not constitute a commitment from the Government, and respondents should note that providing information does not guarantee future business; the Government will not compensate respondents for costs incurred in developing responses. The deadline for submitting responses to the market research questionnaire is April 9, 2026, with inquiries directed to Melisia Riley (melisia.riley@dla.mil, 445-737-6339) or Amy Paradis (amy.paradis@dla.mil, 445-737-0937).
This RFI is not subject to any set-aside designations and no incumbent contractors are identified in this pre-solicitation notice. The Government estimates contract values of approximately $28,000,000 for a 24-month period of performance, $70,000,000 for a five-year contract period, and a maximum value of $210,000,000 (calculated at 300% of the base contract value). The service area encompasses military installations and naval vessels in Alabama (Group 1A), Alabama school districts and educational institutions (Group 1B), eight military facilities in the Florida Panhandle including Coast Guard, Air Force, and Navy installations (Group 2A), and Florida Panhandle school districts along with charter schools, juvenile detention centers, and alternative educational facilities (Group 2B). The small business threshold for this opportunity is firms with fewer than 700 employees, and all qualified vendors must be capable of maintaining inventory and delivery operations that support the full range of customers across all four geographic and customer-type groupings specified in the delivery schedule (Attachment 2).

Title: Request for Information (RFI) for Fresh Fruit & Vegetable support for DLA Troop Support's DoW and Non-DoW customers located in Alabama and Florida Panhandle Zone.
Dear Valued Suppliers:
This is a Request for Information (“RFI”). DLA Troop Support’s (“Agency”) Subsistence Produce Program is interested in comments and feedback regarding the Agency’s full line produce support to Department of War (“DoW;” Troop) and United States Department of Agriculture (“USDA;” Schools) Customers throughout the Continental United States (“CONUS”). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in creating an appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply a full-line of United States Department of Agriculture (“USDA”) Grade Number 1 or better quality fresh fruits and vegetables (“FF&V”) and Shell Eggs (if required by the customers) to Department of War (Troop) and USDA (Schools) customers in the Alabama and Florida Panhandle Zone. Specific quality requirements per item are included in the List of Items (Attachment 1). When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified in Attachment 1 may render an offeror’s proposal technically unacceptable. If the item’s description in Attachment 1 does not provide a specific quality grade, the minimum quality grade that is required to meet the terms of this Solicitation is USDA Grade Number 1.
In the solicitation that is contemplated, the Alabama and Florida Panhandle Zone will be comprised of two (2) groups in the area described above. Group 1a will consist of Alabama Troop Customers and Group 1b will consist of USDA Alabama School customers, Group 2a will consist of Florida Panhandle Troop Customers and Group 2b will consist of USDA Florida Panhandle School customers. After soliciting, the Agency intends to make one award per Group. Offerors may submit a proposal for any Group or all Groups. Offerors are required to propose on all items in the Schedule of Items for each Group on which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for each Group it has chosen to propose on. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.
Please see the attachments: Attachment 1 - List of Items, Attachment 2 - Delivery Schedule, and the Market Research Survey 2026 AL-FL Panhandle Zone.
