About this opportunity

DLA Troop Support Subsistence is conducting a Request for Information on fresh bread and bakery products to military customers in Washington State, with RFI responses due May 28, 2026. The agency intends to issue a subsequent solicitation for one or more indefinite quantity contracts and anticipates making a single award.

Place of performance spans multiple military installations and vessels across Washington State, including Joint Base Lewis-McChord, naval bases in Bremerton, Silverdale, and Everett, USCG stations in the Seattle area, and Air Force locations including Camp Murray Air National Guard, with delivery time windows specified at certain JBLM facilities (7:30 AM to 2:00 PM).

All bakery products delivered must conform to USDA freshness requirements, including mold inhibitors of proper levels and temperature controls appropriate to product type. Failure to meet specified quality requirements per item may render a proposal technically unacceptable.

Historical usage data indicates 12-month consumption valued at $141,047.33, with projected 3-year contract value of $416,519.73 (maximum ceiling of $1,041,299.25 under 250% cap) and 5-year value of $694,199.50 (maximum ceiling of $1,735,498.75). The contract structure allows two 18-month tiers over three years or one 24-month tier plus two 18-month tiers over five years. Product scope includes white and specialty breads, rolls, bagels, English muffins, and doughnuts distributed across multiple DoDAAC codes.

Respondents must provide feedback on vendor interest, manufacturing capabilities, minimum delivery requirements, federal experience, SAM.gov and PACA license status, and DIBBS registration. Responses should address small business participation opportunities and barriers to contracting with DLA Troop Support. No set-aside is anticipated.

Notice text

Dear Valued Suppliers:
This is a Request for Information (“RFI”). DLA Troop Support’s (“Agency”) Subsistence Market Fresh Program is interested in comments and feedback regarding the Agency’s Fresh Bread and Bakery items to Department of War (Troops) customers. There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in crafting an appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply fresh bread and bakery products to military customers located in the State of Washington. Acceptance of supplies awarded under this solicitation will be limited to fresh product. All products delivered under this contract must conform to the following freshness requirements:
Bakery products shall include mold inhibitors of the proper level as allowed by the USDA.
Commercial standards should be used to maintain temperatures appropriate for the items.
When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoW Troop customers in the State of Washington. After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for each Group on which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for each Group it has chosen to propose on. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.
Proposed contract ordering period is set to start in September 2026. If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by the close of business on May 28, 2026. Please respond via e-mail to the following addresses: Jonathan Magerman Contract Specialist , Jonathan.Magerman@dla.mil / Amanda Quaile, Contracting Officer, Amanda.Quaile@dla.mil
