About this file
This is a Market Research Questionnaire for a federal contract opportunity regarding Fresh Bread and Bakery Products for Department of War (DoW) Troop customers in the Washington State zone. The government seeks to conduct market research on vendor capabilities and interest before issuing a formal solicitation. Three customer groups are identified: Group 1A covering DoW Troop Customers at Ft. Lewis (land deliveries), Group 1B covering DoW Troop Customers in Washington State (various Navy Ships), and Group 1C covering DoW Troop Customers in Washington State (cargo ships with current zero usage). The estimated 3-year contract value is $416,519.73 with a maximum estimate of $1,041,299.25 (250% ceiling), or alternatively, the estimated 5-year contract value is $694,199.50 with a maximum estimate of $1,735,498.75 (250% ceiling). The contract structure allows for either two 18-month tiers over three years or one 24-month tier and two 18-month tiers over five years.
The questionnaire requires vendor responses to six primary questions addressing interest in serving all customers, minimum dollar delivery requirements, manufacturing capabilities, federal government experience, SAM.GOV and PACA license registration status, DIBBS registration status, and small or large business classification. Additional questions solicit feedback on contract zone layout feasibility, subcontracting needs, contract length preferences, and small business promotion efforts. Vendors must also address barriers to subcontracting, potential business practices to encourage small business participation, and any additional barriers to doing business with DLA Troop Support. Two attached Excel files provide troop estimated usage reports for the 12-month contract period and a list of proposed delivery points. All responses and feedback must be submitted by May 26, 2026, at 6:00 PM Eastern Standard Time to Jonathan Magerman (jonathan.magerman@dla.mil) and Amanda Quaile (Amanda.Quaile@dla.mil).
