About this opportunity
The Defense Logistics Agency (DLA) Troop Support Subsistence is seeking information regarding the supply of Coca-Cola cans and bottles to support military customers at Wright Patterson Air Force Base in Ohio and Fort Belvoir in Virginia through this Request for Information (RFI). This is a market research solicitation with no current commitment to award, and the government will not compensate respondents for their submissions. Interested vendors must respond to a comprehensive questionnaire addressing their capability to service all customers in both geographic zones, including their manufacturing status, prior federal government experience, and registration status in SAM.GOV and the DLA Internet Bid Board System (DIBBS). Vendors must demonstrate compliance with mandatory inspections and audits by the FDA and other agencies, as well as their ability to interface with the Subsistence Total Order & Receipt Electronic System (STORES) and support specific electronic data interchange (EDI) transactions. All responses must be submitted to DLA no later than April 22, 2026, at 3:00 p.m. Eastern Standard Time; this RFI is intended to inform the development of a future formal solicitation for an Indefinite-Quantity Contract (IQC).
This pre-solicitation notice includes no set-aside designation and does not identify any incumbent contractors. The proposed contract has a maximum value of $168,593.76 with an estimated one-year consumption of 1,636 units across ten line items, including various carbonated beverages such as Coke Zero, Diet Coke, Coke Classic, and Sprite in multiple package configurations ranging from 12-ounce cans to 20-ounce bottles, along with bottled water at 16.9 ounces. The intended contract will have a 36-month period of performance, and the government plans to make a single award to a qualified vendor capable of servicing approximately 50 customer locations across military installations in Ohio and Virginia, including dining facilities, medical groups, and support units. All products delivered must conform to Coca-Cola branding requirements and be maintained at appropriate temperatures per commercial standards. Potential offerors must demonstrate their capability to meet minimum dollar delivery requirements and, where applicable, indicate the percentage of products that would be subcontracted to small business bottlers.
Notice text
Dear Valued Suppliers:
This is a Request for Information (“RFI”). DLA Troop Support’s (“Agency”) Subsistence Produce and Market Fresh Program is interested in comments and feedback regarding the Agency’s Coca Cola Cans and Bottles items to the Department of Defense (“DoD” Troop). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in crafting an appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into an Indefinite-Quantity Contract (“IQC”) with a commercial firm(s) to supply Coca Cola Cans & Bottles products to military customers located in the States of Ohio and Virginia (OH & VA). Acceptance of supplies awarded under this solicitation will be limited to Coca Cola products. All products delivered under this contract must conform to the following requirements:
Commercial standards should be used to maintain temperatures appropriate for the items.
When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoD/Troop customers in the States of Ohio and Virginia (OH and VA). After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for Group 1. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for Group 1. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.
Proposed contract ordering period is July 5, 2026, to July 4, 2029. If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by the close of business on 4/22/2026. Please respond via e-mail to the following address: Katie Wimsey at katieann.wimsey@dla.mil and Alicia Nichols Harris at Alicia.harris@dla.mil.
