About this opportunity

The Defense Logistics Agency intends to solicit ongoing support services for the Document Automation Content Services (DACS) platform, a web-based, Common Access Card-enabled records management system, with an RFI response deadline of September 10, 2026, at 12:00 PM EDT. This is an unrestricted procurement; no set-aside applies.

DACS operates in the DLA Microsoft Azure cloud environment and currently manages over 80 billion records across 132 OpenText servers, 47 Content Server instances, and 35,000 users with 575 terabytes of production data. The system processes over 30 million records annually with expected growth to 145 million additional records per year and is DOD 8180 certified for records management.

The scope encompasses eight primary tasks: program and project management support, system administration, operational/technical/maintenance/patching/upgrade and training support, end user and integration support, configuration and customization support, system life cycle support, system design and enterprise architecture support, and development/testing/evaluation and documentation support. The contractor must maintain 97 percent system uptime outside scheduled maintenance and provide Tier II technical support during government work hours with rapid response (15 minutes during business hours, 2 hours after-hours) for critical failures. Technical requirements mandate compatibility with DISA Security Technical Implementation Guides, DLA network specifications, least privilege role-based access, and Department of War Zero Trust policies. Support for modernization initiatives includes cloud containerization, Microsoft .NET baseline updates, artificial intelligence implementation, and E-ICAM Zero Trust architecture.

New River Systems Corporation currently performs under contract SP4709-24-D-0054/SP4709-25-F-0043 with performance period April 4, 2025 through April 3, 2027. Evaluation criteria include labor mix quality, technical approach, past performance within three years, and price. RFI responses are limited to 10 double-sided pages with 10-point minimum font size and must address eight specific market research questions regarding functional solutions, technology platform capabilities, implementation risks, vendor viability, and labor categories with pricing estimates. Submit responses to Nyeshia.Mcallister@dla.mil and Michael.Everette@dla.mil with subject line "Document Automation Content Services (DACS) Support RFI- [Company Name]."
