About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base has issued a Request for Information (RFI) seeking market research on production and sustainment of the AN/ALR-69A Radar Warning Receiver (RWR) system. The RFI solicits information from potential contractors capable of providing production, repairs, sustainment, spares acquisition, retrofits, and technical updates for both United States Air Force and Foreign Military Sales customers. The AN/ALR-69A is a digital RWR with specialized hardware designed to detect, identify, and report Radio Frequency threats, with performance dependent on software, firmware, Operational Flight Programs, digital signal processing, and Mission Data Files. This is a non-commercial, classified requirement at the SECRET level with no foreign participation permitted, and responses must be submitted by May 9, 2026, by 3:00 p.m. Eastern Time. The government emphasizes that no contract will be awarded based on RFI responses, participation does not guarantee future contract participation, and the government will not reimburse response costs. Small businesses are encouraged to respond and may propose teaming arrangements, with the government to determine set-aside strategy following response analysis.

This procurement is not designated as a set-aside and Raytheon Company (RTX) is identified as the sole source contractor under current arrangements. The anticipated contract strategy consists of a five-year term with one basic year plus four option years, extending through fiscal year 2031, under an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. The requirement includes two Line Replaceable Units comprising one Command Signal Processor and four Receiver/Recordifiers. Contractors must possess SECRET-level security clearance capability and fall within NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code 5865 (Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment). No specific budget range or award value has been disclosed in this RFI phase.
