About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking engineering services for the AN/ALR-69A Radar Warning Receiver (RWR) system through an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The services encompass software and firmware support, operational flight program (OFP) perfection, laboratory and flight test support, systems integration, hardware redesigns, technical documentation updates, and mission data development to enhance aircraft survivability. Contractors must possess SECRET security clearance eligibility, provide all test tools and support equipment at their facility, maintain configuration management at SEI CMMI Level 3 or higher, and demonstrate experience with similar radar warning receiver systems or digital avionics platforms. The government is conducting market research through a Request for Information (RFI) to identify capable sources, with responses due by April 23, 2026 at 3:00 PM Eastern Time. Contractors must submit a detailed Contractor Capability Survey addressing business information, technical capabilities, past performance, facility security infrastructure, quality management systems, and teaming strategies.
This procurement has no set-aside designation and is open to both large and small businesses, though the government is particularly interested in small business capabilities and teaming arrangements. Raytheon Company has been identified as the current sole source contractor. The AN/ALR-69A system consists of one Countermeasure Signal Processor (CSP) and four Radar Receivers (RRs) with specific part numbers (G719100-22 and G719050-63), and the government is pursuing a five-year contract extending through FY31. The contract includes a 12-month base period plus four 12-month option periods for a total 60-month ordering period, with performance requirements including response times of 12 hours for emergency tasking, 48 hours for urgent requests, and 7 calendar days for routine work. No specific award value or budget range has been disclosed in the RFI materials, and participation in this market research does not guarantee participation in future solicitations or contract awards.
