About this file

This Request for Information (RFI) is seeking potential sources for sustainment and engineering services for the AN/ALR-69A Radar Warning Receiver (RWR) system. The system consists of one Countermeasure Signal Processor (CSP) and four Radar Receivers (RRs), with part numbers G719100-22 and G719050-63 respectively. The government anticipates a five-year contract (one basic year plus four option years) continuing through FY31, and has identified Raytheon Company as the current sole source contractor.

The RFI requires interested companies to complete a detailed Contractor Capability Survey by January 17, 2026, addressing business information, general capabilities, commerciality, and engineering services questions. Potential respondents must describe their facility capabilities, previous similar project experiences, technical data generation abilities, quality assurance processes, and approaches to addressing potential technical challenges. The government is open to both large and small businesses, and while no set-aside decision has been made, they are particularly interested in understanding small business capabilities and potential teaming arrangements.

REQUIREMENTS DESCRIPTION

AN/ALR-69A Radar Warning Receiver (RWR) Countermeasure Signal Processor (5865-01-673-1475)

Radar Receiver (5865-01-707-6541)

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to sustain the components listed below:

Noun NSN PN Countermeasure Signal Processor 5865-01-673-1475 G719100-22 Radar Receiver 5865-01-707-6541 G719050-63

The Countermeasures Signal Processor (CSP) is the command-control center of the AN/ALR-69A RWR System. The CSP analyzes digital signal data from the RR’s optical link and processes the data to extract a comprehensive set of signal parameters in the Radio Frequency (RF) environment.

The processor compares the result to the CSP’s Mission Data File (MDF) to determine the threat type and lethality to the host aircraft. Detected emitters programmed for display are reported to the operator through integrated visual indications (azimuth indicator), numerous audio indications, and via the 1553B EW bus.

Each RR is provided with Radio Frequency (RF) energy via a dedicated antenna. The RRs convert RF energy into Intermediate Frequency (IF) energy and sample it by using a broadband Channelized Digital Receiver (CDR). The CDR produces Signal Descriptor Reports. The RRs provide the reports as well as diagnostic data to the CSP via broadband optical link.

This requirement is for sustainment and engineering services. Our anticipated contract strategy is a five-year contract (one basic year, plus four option years) and will continue through FY31.
