About this opportunity
The Federal Bureau of Prisons (BOP), an agency within the Department of Justice, is seeking Residential Reentry Center (RRC) and Home Confinement services for male and female federal offenders in Kanawha County, West Virginia. The Request for Information (RFI) aims to identify potential providers capable of offering up to 50 in-house RRC beds (41 male, 9 female) and 25 home confinement placements within the Southern District of West Virginia. The RRC facility must be located within Kanawha County limits, with home confinement services covering 23 specified counties within a 100-mile radius. Potential contractors will be evaluated based on their ability to address 11 specific questions covering experience, local ordinances, zoning, transportation, employment opportunities, and environmental considerations. The deadline for submitting questions is November 15, 2024, with responses due by December 2, 2024, at 2:00 p.m. EDT.
The procurement is not designated for any specific set-aside and will likely be structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with tiered pricing. While no incumbent contractors are specifically named, the BOP is seeking providers who can demonstrate capability in managing residential reentry and home confinement services for federal offenders. The contract will require the selected provider to accept sex offenders and comply with comprehensive operational requirements outlined in the Statement of Work. Vendors must provide company information, including point of contact details, socio-economic status, Tax ID, and Unique Entity ID (UEI). The RFI indicates that this is a preliminary information-gathering process to inform a future solicitation, with the ultimate goal of establishing a contract to provide critical reentry and supervision services for federal offenders in the Southern West Virginia region.
