About this opportunity
The Library of Congress has issued a Request for Information (RFI) seeking a comprehensive online fundraising solution to modernize its donor management and payment processing capabilities. The RFI aims to identify commercially available technologies that can support donor relationship management, donation processing, payment integration, and financial reporting across multiple systems including Raiser's Edge NXT, CGI Federal's Momentum, and Pay.gov. Key contract requirements include PCI-DSS compliance, support for recurring donations, multiple payment options (credit/debit cards, digital wallets, EFT), and the ability to create customizable donation pages with Library branding. Vendors must complete a detailed capability matrix demonstrating their solution's functionality across donor management, payment processing, and technology standards. Responses are due by December 19, 2025, at 12 PM EST, with a strict 20-page limit, and must include an approach overview, completed capability matrix, rough order of magnitude (ROM) cost estimates for a 5-year timeline, and examples of federal client implementations.
The solicitation does not indicate any specific set-aside designations for small businesses or minority-owned enterprises. While current system providers include Raiser's Edge NXT, CGI Federal's Momentum, and Pay.gov, the RFI is explicitly designed as market research and does not guarantee any resulting contract. The Library currently processes approximately 830 electronic transactions annually totaling $15 million, with an average online gift of $600 and a median of $100, suggesting potential for a moderate-sized contract. The implementation timeline targets no earlier than FY2026, with a focus on creating a flexible, secure fundraising platform that can support various programs including the Friends of the Library, major donors, and institutional partners. Cost estimates will be required for a comprehensive 5-year implementation and operational lifecycle, covering licensing, system engineering, infrastructure, program management, training, and ongoing maintenance.
