About this opportunity
The Air Force Life Cycle Management Center, Armament Directorate, Attack Division (AFLCMC/EBD) is conducting market research to identify capable vendors for developing and demonstrating a Large Caliber Penetrator tailkit (TK) system. The procurement seeks industry proposals addressing Guidance, Navigation, and Control (GNC) capabilities, with emphasis on navigation systems that perform accurately in GPS-denied environments while targeting Hard and Deeply Buried Targets (HDBT). Key requirements include developing a tailkit Technical Data Package, producing 3-5 full-scale prototypes, creating associated software, integrating the TK onto a government-supplied warhead, and conducting independent flight tests on non-government aircraft. Responses must be submitted as white papers limited to 10 pages per section, with submissions due by 2:00 P.M. CST on December 12, 2025. Vendors are encouraged to address their Guidance, Navigation, and Control capabilities, test capabilities, or provide an all-inclusive approach, and all submissions must be unclassified with proprietary information appropriately marked. The government will use the responses to inform its trade space analysis and acquisition planning for a potential future solicitation.
This Request for Information includes no set-aside designation, though the government has indicated it may consider a small business set-aside based on the submissions received. The government has not identified any potential incumbents and states that all options, including replacing any current contractor, will be considered during the acquisition planning phase. The anticipated contract award is planned for Fiscal Year 2027 Quarter 1, with the entire effort including flight testing expected to be completed within a 9-12 month period of performance. While specific funding has not yet been secured, the government anticipates awarding a contract for 3-5 tail kits with contract type and funding profiles to be determined during the acquisition planning phase. Respondents should note that the specific aircraft for the munition has not yet been identified, and vendors selected will be responsible for store-to-aircraft integration as part of their contractual obligations.
