About this opportunity

Immigration and Customs Enforcement (ICE) is conducting a Request for Information (RFI) for Information Technology Program Management Support (ITPMS) to support the Office of Chief Information Officer (OCIO) and Homeland Security Investigations (HSI). The RFI seeks to gather market research and industry input to refine the acquisition strategy for comprehensive IT program management services, with a focus on supporting three major IT systems: TECS Modernization, Student and Exchange Visitor System (SEVIS), and Repository for Analytics in a Virtualized Environment (RAVEn). The primary objectives include providing technical governance, strategic planning, financial oversight, acquisition support, and program management using an Agile-driven approach across eight key task areas. Responses must be submitted through Microsoft Forms by January 31, 2025, with all costs of response to be borne by the responding parties. The government emphasizes that this is a market research effort only and does not guarantee a subsequent solicitation or contract award.

The current procurement does not have a specific set-aside designation, and the incumbent contract (70CTD020FR0000280) is currently in its fourth option year through September 29, 2024. Potential respondents should note that proprietary information must be clearly marked and segregated within their submissions, with all submitted materials becoming government property. While no specific budget range is provided in the documents, the contract will support critical IT management functions for HSI, including portfolio management, IT strategic planning, integrated governance, financial management, acquisition management, and administrative support. The RFI seeks to determine appropriate contract vehicle selection and potential set-aside status for the future solicitation. Interested parties are advised that non-response will not preclude participation in future solicitations, and the government will not reimburse any costs associated with preparing and submitting information in response to this RFI.
