About this opportunity
The Department of the Army Materiel Command Army Contracting Command (Army Contracting Command) has issued a Request for Information (RFI) through the Regional Contracting Office Miami in support of USSOUTHCOM for Human Rights Initiative (HRI) Secretariat Services. This RFI is specifically focused on identifying potential contractors capable of providing non-personal services to establish and run the HRI Secretariat office in Latin America. The opportunity is related to NAICS category 813311 (Human Rights Organizations) and is intended to follow on from existing HRI services in the region. The RFI emphasizes that this is an information-gathering exercise only and does not constitute a formal solicitation or commitment to contract. Contractors are advised that participation is voluntary and that no costs will be reimbursed for responding to the RFI.
The primary objective of this RFI is to gather information from potential contractors about their capabilities to support HRI services across Latin American countries. Interested parties are requested to submit a capabilities white paper by February 19, 2025, at 10:00 AM EST to the designated point of contact, Lian Pino. The white paper should be limited to 10 pages and include administrative information such as contact details, CAGE Code, business type certifications, and security clearance status. Contractors must demonstrate the ability to perform 100% of services outside the continental United States (OCONUS) in Latin American countries, with a focus on supporting and advising on HRI execution, maintaining a web page, providing academic support, and delivering specified reports. The anticipated contract period is one 12-month base year with four additional 12-month option periods. Participation in this RFI does not guarantee future contract opportunities, and potential offerors are encouraged to monitor SAM.Gov for any subsequent solicitations.
