About this opportunity
The General Services Administration (GSA), on behalf of the Air Force Life Cycle Management Center (AFLCMC) at Robins Air Force Base, Georgia, is conducting a Request for Information (RFI) for the procurement of pipe bending machines and related Industrial Plant Equipment (IPE). The primary requirement is for a manual, self-contained, floor-mounted hydraulic pipe bending machine with a capacity of 1.5 inch outer diameter, center line radius of 8 inches maximum, and maximum bend arm movement of 195 degrees. Vendors must demonstrate capability to provide comprehensive tooling packages including 25 bend dies, 6 mandrel rods, 9 clamp dies, 9 pressure dies, a mandrel extractor system, and an angle bend indicator assembly. The Government will evaluate responses based on company capability statements, relevant experience, production capacity, contract type experience, and ability to meet delivery timelines and specifications. All RFI responses must be submitted to Contract Specialist Theodore Bonwit at theodore.bonwit@gsa.gov no later than Friday, February 20, 2026, by 5:00 PM EST, with responses limited to five pages and must address all twelve questions outlined in the RFI.
This procurement is not utilizing a small business set-aside and will be conducted as an open competitive procurement. PHI Hydraulics of City of Industry, California has been identified as a known potential source. The Government is seeking 13 units of the specified pipe bending machine (NSN 3441014842569) for delivery to fourteen Air Force installations across the continental United States and overseas locations in Japan, South Korea, Italy, and Germany. Delivery locations span major bases including Sheppard AFB (Texas), Travis AFB (California), Misawa AB (Japan), Osan AB (South Korea), Ramstein (Germany), and Aviano AB (Italy), among others. The RFI is for market research purposes only and will be followed by a Request for Quote (RFQ) anticipated to be posted via GSA eBuy or SAM.gov, with source selection to be determined after vendor quotes and technical acceptability review. No specific contract award value or budget range is disclosed in this pre-solicitation notice.
