About this opportunity

The National Institutes of Health Office of Logistics and Acquisition Operations is requesting information from vendors on their capability to provide executive management and advisory services to the National Heart, Lung, and Blood Institute's Immediate Office of the Director, with responses due by September 28, 2026.

NHLBI seeks one or more of two service categories: Organizational Transformation and Operating Model Support, and Executive Advisory and Change Management Support. The consulting team will support implementation of a new organizational structure across functional groups and sub-elements by documenting roles, workflows, decision-making relationships, and operating procedures; analyzing cross-functional workflows, handoffs, dependencies, and approval points; assessing workforce transition and capability-development needs; and developing recommendations to address organizational and process gaps. The effort includes change management support to clarify expectations, define ways of working, build capacity, and align reorganized functional groups.

This is a Request for Information only; one, several, or no contract actions may result from responses received.

Respondents must provide specific examples of relevant work performed within the last three years (minimum one, maximum three examples total), identify government references, and address quality control measures, issue resolution, and recruitment and retention practices including recruitment timelines, bench strength, and retention rates. Respondents must also submit corporate information including DUNS number, company point of contact, current GSA schedules, business classification type, and descriptions of proposed teaming or subcontracting arrangements.

No set-aside is anticipated. The NAICS category is Human Resources Consulting Services (541612); PSC code is R499 (Support – Professional: Other).

Notice text

A Senior Executive Consultant team is required to support the National Heart, Lung, and Blood Institute’s (NHLBI) Immediate Office of the Director (IOD) in implementing its new organizational structure across functional groups and sub-elements. The IOD requires advisory support to document roles, workflows, decision-making relationships, and operating procedures to ensure the new structure functions effectively and sustainably going forward.

This support will also assist staff in transitioning into responsibilities and functions that are new to many of them as a result of the organizational reset. In addition, the Consultant will provide change management support to help clarify expectations, define ways of working, build capacity, and support alignment across the reorganized functional groups.
