About this file

This is a Request for Information (RFI) from the National Heart Lung and Blood Institute (NHLBI) soliciting vendor capability information for Executive Management & Advisory Services.

NHLBI is collecting information on contractor availability to provide one or more of two service categories: (A) Organizational Transformation and Operating Model Support, and (B) Executive Advisory and Change Management Support. Both categories involve similar core activities including organizational design and implementation support for documenting roles, responsibilities, authorities, reporting relationships, decision rights, and escalation pathways; analyzing and documenting cross-functional workflows, handoffs, dependencies, approval points, and communication requirements; assessing workforce transition, onboarding, knowledge-transfer, training, and capability-development needs; and developing recommendations to address organizational, process, and resource gaps to establish a sustainable operating model within NHLBI and the broader NIH environment. The RFI explicitly states that one, several, or no contract actions may result from responses received.

Respondents must provide specific examples of relevant work performed within the last three years (minimum one, maximum three examples total), identify government references for validation, and address quality control measures, issue resolution, and recruitment and retention practices including recruitment timelines, bench strength, retention rates, and retention measures. Respondents must also provide corporate information including DUNS number, company point of contact details, current GSA schedules, business classification type (small business, woman-owned, veteran-owned, etc.), and descriptions of any proposed teaming or subcontracting arrangements. The RFI does not specify a response deadline or indicate whether this will be pursued through a specific federal contract vehicle.
