About this opportunity

The Federal Aviation Administration (FAA) issued a Request for Information (RFI) on December 4, 2025, seeking innovative solutions for modernizing its applications and database infrastructure. This Special Notice, posted under FAA Acquisition Management System Policy 3.2.1.2.1, solicited industry recommendations for updating the FAA's software ecosystem comprising 200 applications and 3,000 databases across its mission support portfolio. The RFI was initially due on January 7, 2026, with the FAA providing supplemental guidance through a Questions and Answers document released on December 19, 2025. As of February 17, 2026, the FAA announced it would pursue this initiative through a Challenge Based Acquisition (ChBA) approach, retitling the effort the Accelerated Transformation of Legacy Applications and Systems (ATLAS), with Phase 1 now available as a separate announcement on SAM.

The FAA seeks vendor recommendations on modernization strategies without prescriptive technical constraints, explicitly welcoming various approaches including incremental system updates, greenfield development, and AI-enabled solutions across development methodologies and migration strategies. Respondents were required to submit their recommendations in no more than 15 pages, with the FAA planning a services-only contract award targeted for FY26. The FAA indicated that detailed system inventories and technical specifications would not be provided during the RFI phase but may be included in subsequent acquisition phases. There are no stated set-asides or specific eligibility restrictions, making this opportunity available to any qualified contractor in the Computer Systems Design Services sector (NAICS 541512) and IT Application Development Support Services field (PSC DA01). Interested companies should review the Phase 1 ChBA announcement for the ATLAS program on SAM and respond according to the requirements outlined in that separate solicitation.
