About this opportunity

The Air Force Lifecycle Management Center (AFLCMC) at Wright Patterson Air Force Base issued this Request for Information to identify industry capabilities for F-15EX Depot Activation support, specifically focusing on Angle of Attack Transmitter (AoA) repair and maintenance capabilities. The Government seeks contractor expertise in designing, building, and procuring Specialized Test Equipment (STE), Test Program Sets (TPS), and Interface Test Adapters (ITAs) for depot-level hardware testing and repair. Key requirements include resolving Technical Data and Intellectual Property rights with Original Equipment Manufacturers (OEMs), providing comprehensive training to USAF Maintenance Technicians on testing and repair procedures within 30 days of final acceptance, and facilitating the transition from contractor support to Government organic depot operations. Contractors must submit unclassified White Papers (CUI acceptable) containing company information, qualifications, and supporting documentation, with a statement of intent to respond required by February 27, 2026. This RFI is conducted solely for market research and acquisition planning purposes and does not obligate the Government to issue a contract.

This opportunity carries no set-aside designation, and no incumbent contractor or budget range is specified in the available documentation. The RFI requires responses within 14 calendar days of the February 10, 2026 posting date, and all submissions become Government property and will not be returned. Contractors must comply with export control requirements, including submission of a Certified DD Form 2345, and foreign participation is not authorized, though foreign nationals may be employed if limited to public domain information unless proper licenses are obtained. The Government prioritizes identifying requirements and leveraging existing F-15 legacy assets while establishing organic maintenance capabilities at designated Air Logistics Complexes. Interested parties should contact the Contract Specialist, Laura Harr, at laura.harr@us.af.mil with any inquiries or statements of intent.
