About this opportunity
The Naval Air Systems Command is preparing to solicit Special Access Program IT equipment destruction services for the F-35 Joint Program Office, with an RFI response deadline of July 10, 2026, and a single-award contract anticipated to be less than one year with no option years. An active OSI/PJ-certified destruction facility is a mandatory requirement for award, not optional; contractors must hold facility clearance at Secret level minimum at proposal submission.
The destruction facility must be located within 200 miles of Eglin Air Force Base, Florida. Approximately eight pallets of classified F-35 SAP equipment cataloged across three supplier locations (ACURL, NIRL, and USRL) require disposition, including hard disk drives, servers, network equipment, circuit cards, and specialized defense hardware. The government will arrange transportation and execute majority of equipment sanitization and shipping; the contractor shall not power on equipment or assess operating status before packing.
Security requirements are extensive: facility clearance at or above Secret, all personnel must hold valid personnel security clearances at appropriate levels, vendors must maintain an Insider Threat Program and achieve FOCI clearance, and work must comply with NISPOM/32 CFR Part 117 and NSA/CSS Policy Manual 9-12. Destruction methods are specification-driven by hardware type—magnetic hard disk drives require degaussing followed by physical deformation; solid state drives and flash media require disintegration into microscopic particulate; optical media require grinding or shredding; networking equipment requires removal and disintegration of non-volatile memory and Controlled Cryptographic Items. Vendors must maintain strict chain of custody with continuous surveillance by cleared personnel, use GSA-approved security containers, and provide Certificates of Destruction documenting serial numbers of all destroyed assets. NAID AAA Certification is preferred. All personnel must be U.S. Citizens; foreign contractor participation is prohibited.
RFI responses (maximum 7 pages, UNCLASSIFIED) must be submitted to Jonathan Chen (Jonathan.Chen@jsf.mil) and Colin McCarthy (Colin.McCarthy@jsf.mil) by July 10, 2026 at 5:00 PM. Amendment 01 posted June 29, 2026, added a Questions and Answers document clarifying mandatory OSI/PJ certification and facility Secret-level clearance requirements. Clarification requests must be received five business days prior to close.
