About this file
This is a Questions and Answers document from the F-35 JPO SAP IT Destruction Request for Information (RFI) posted on SAM.Gov on 6/29/2026.
The document addresses three key contractor questions regarding mandatory requirements for a Federal IT destruction contract. The Government will not permit onsite destruction of data-bearing media with removal of individual components prior to destruction; certain equipment designated for disposal must be destroyed in its entirety as complete units due to security regulations. An active OSI/PJ certified destruction facility is a mandatory requirement for award, not merely for market research purposes, to ensure mission readiness and meet security timelines. The destruction facility must possess security clearance for the disposal of Secret material at the time of proposal submission to be considered for award. Additionally, per the draft Statement of Work Section 2.2, the contractor's destruction facility must be located within 200 miles of Eglin Air Force Base. The Government requires facilities with the necessary certifications and security clearances in place before contract award.

F-35 JPO SAP IT Destruction Request for Information (RFI) SAM.Gov Posting
Contractor Questions/Concerns:
1. Section 2.2 of the draft Statement of Work states that the contractor's destruction facility shall be located within 200 miles of Eglin Air Force Base; Would the Government consider an approach where all data bearing media is physically destroyed onsite under Government observation using NAID AAA certified destruction processes and equipment, eliminating the need to transport data bearing devices from the Government location?
a. Under this approach, all storage media would be destroyed onsite, Certificates of Destruction would be provided following the destruction event, and only residual non data bearing scrap material would be transported for downstream recycling and final processing.
Answer: The Government cannot accommodate this approach. Certain equipment designated for disposal must be destroyed in its entirety as a complete unit, and the removal of individual data-bearing media prior to destruction is not permitted due to security regulations.
2. Second, Attachment 01 requests information regarding OSI/PJ certified SAP destruction facilities. Is an active OSI/PJ approved destruction facility a mandatory requirement for award, or is this information being collected for market research purposes as part of the RFI? Answer: Yes, an active OSI/PJ certification is a mandatory requirement for award. To ensure mission readiness and meet security timelines, the Government requires a facility that possesses the necessary certifications at the time of award.
3. In the event a solicitation is released for this effort, does the destruction facility have to be cleared for the disposal of Secret material at the time of proposal submission? Answer: Yes, this is a mandatory requirement. The facility must possess the required security clearance for the disposal of Secret material at the time of proposal submission to be considered for award.
