About this opportunity

The Naval Surface Warfare Center, Crane Division, a component of the Department of the Navy Naval Sea Systems Command, is seeking information on commercially available engineering and scientific software applications capable of data analysis, algorithm development, and model creation. This Request for Information (RFI) is designed to identify software solutions that support Navy maintenance, research and development, electronics and mechanical engineering, and sustainability initiatives. Qualified vendors must be properly registered in the System for Award Management (SAM) to participate. Respondents should submit electronic PDF responses limited to 15 pages by December 2, 2025, at 3:00 PM Eastern Standard Time, addressing software overview, licensing options, capabilities, operating requirements, compatibility, implementation examples, deployment capabilities for up to 1,600 simultaneous users, estimated costs and timelines, and commercial use insights. The evaluation criteria emphasize the ability to generate code in languages such as C, C++, CUDA, Verilog, and VHDL, support virtual prototyping and multi-domain system modeling, and accommodate large-scale deployment. Inquiries regarding the RFI should be directed to Vanessa M. Evans, Contracting Officer, at vanessa.m.evans7.civ@us.navy.mil, and responses will be used solely for planning and research purposes.

This is a pre-solicitation notice with no set-aside designation, and no incumbent contractor or award value information has been disclosed in the RFI materials. The RFI does not represent a commitment to issue a subsequent solicitation or to award a contract. The specific technical requirements indicate a need for software capable of supporting significant concurrent users, with the reference to up to 1,600 simultaneous users suggesting a large-scale enterprise deployment scenario. No timeline for subsequent procurement actions or contract award has been provided. Interested vendors should note that this information gathering phase is preliminary and intended to assist the government in refining requirements for potential future procurements.
