About this file

This is a Request for Information (RFI) issued by Naval Surface Warfare Center, Crane Division on November 18, 2025, seeking information on engineering and scientific software applications. The RFI aims to identify commercially available software solutions supporting Navy and Department of War efforts in maintenance, research and development, electronics and mechanical engineering, and sustainability. Key requirements include software capabilities for data analysis, algorithm development, model creation, virtual prototyping, multi-domain system modeling, and code generation in languages like C, C++, CUDA, Verilog, and VHDL.

Respondents are requested to submit electronic PDF responses by December 2, 2025, at 3 PM Eastern Standard Time, limited to 15 pages. The submission should include an overview of the software, licensing options, capabilities, operating requirements, compatibility, implementation examples, deployment capabilities for up to 1,600 simultaneous users, estimated costs and timelines, and additional commercial use insights. Responses will be used solely for planning and research purposes, with contact information provided for questions: Vanessa Evans (Contracting Officer, NSWC Crane) at vanessa.m.evans7.civ@us.navy.mil.

Request for Information (RFI) Subject: Engineering and Scientific software application to support numerical computation, simulation and data analysis

Date Issued: November 18, 2025 Response Deadline: December 2, 2025, at 3 pm, Eastern Standard Time Introduction:

Naval Surface Warfare Center, Crane Division is seeking information from qualified vendors and industry participants regarding software applications utilized in the support of Engineering and Scientific activities. The requirement seeks to identify commercially available software applications able to analyze data, develop algorithms, and create models.

This RFI is intended to gather insight into commercial software capabilities, and to gather information regarding software alternatives and options able to support engineering and scientific work focused on Department of Navy efforts related to research and development, electronics engineering, and mechanical engineering.

Purpose:

The purpose of this RFI is to:

1. Identify available technologies and commercially available engineering software applications suitable for engineering and scientific use in support of Navy and Department of War efforts.

2. Understand current engineering software capabilities and trends.

3. Explore partnerships for future projects.

Scope of Interest:

We are particularly interested in:

· Commercial engineering and scientific software applications able to support Department of War and Navy efforts in maintenance, research and development, electronics engineering, mechanical engineering, and sustainability efforts.

· Solutions that promote efficiencies in implementation and acquisition

· Typical software learning curves required for full utilization of the application.

· Software that allow users to create plots, graphs, and visualizations for presentations and communication of data.

· Software applications able to utilize information to create virtual prototypes, simulate designs, and validate design to promote efficiencies and reduce development time and cost.

· Software able to support modeling systems that span multiple domains, such as mechanical, electrical, and control systems.

· Software applications able to generate production-quality code in a useable language ( C, C++, CUDA, Verilog, and VHDL) that enables deployment to embedded systems.

· Software application(s) that facilitate iterative development with simulation, automated testing, and continuous integration.

Requested Information:

Respondents are encouraged to provide:

1. A brief overview of the software.

2. Different license opportunities for software deployment (single seat, concurrent shared licensing, etc.)

3. Explanation of software application(s), it’s capabilities, software operating requirements, software compatibility, relevant tools and software products, services, or technologies utilized in engineering and scientific applications.

4. Examples of successful implementation and use in Department of War or Department of Navy environments.

5. Deployment capabilities to multiple simultaneous users (up to 1,600)

6. Estimated costs and timelines for deployment.

7. Any additional commercial use insights that provide a viable example of the software application as a tool in solving real world problems.

Submission Guidelines:

· Responses should be submitted electronically in PDF format.

· Include "RFI Response: Engineering and Scientific software application" in the subject line.

· Responses should be limited to 15 pages of 8 ½ x 11 inch sized paper. 15 pages is not a minimum, but the maximum.

· Send submissions to:
