About this opportunity
The Federal Bureau of Investigation is conducting market research to identify vendors capable of supplying DNA Buccal Collection Kits for processing DNA databasing samples, with responses due November 16, 2026. This is a sources-sought RFI for information and planning purposes only; submission is voluntary and does not commit the government to contract.
The FBI's Laboratory Division, Biometrics Analysis Section seeks collection kits suitable for upload to the National DNA Index System (NDIS). Each kit must contain specified components: nitrile gloves, pre-inked fingerprint pad, cleaning wipes, a Bode Technology-manufactured buccal collection device, a non-FTA direct collect device with matching barcodes, an FD-936 form printed in color on 100# tag stock, a self-adhesive drying envelope with desiccant, and instruction sheets. All barcodes must use code 128 or 93 format with 8 alphanumeric characters. The return envelope must be approximately 7.5 by 10.5 inches, colored non-white, and comply with USPS Business Reply Mail requirements.
Vendors must maintain minimum inventory of 100,000 collection kits for immediate shipment or provide alternative manufacturing capacity details, hold ISO 9000 accreditation, and furnish published research on long-term storage of non-FTA devices at room temperature. Collection devices must accommodate RFID passive tags (1.5" x 0.5" x 1/16" thick) and polyester barcode labels (2" x 0.5"), be compatible with the BSD600 Ascent punch instrument, support minimum 15 punch cycles, and store efficiently in quantities of at least 500 per archival cassette using standard 4" H x 15.875" L x 15.875" W containers.
Responses limited to ten pages (plus administrative information) submitted as PDF, Word, or Excel to Contracting Officer Bryan Lane at bvlane@fbi.gov. Questions due November 2, 2026.
