BACKGROUND
The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Laboratory Division (LD), Biometrics Analysis Section (BAS), is conducting market research, seeking to gather information on companies who can provide DNA Buccal
Collection Kits capable of processing DNA databasing samples for upload to the
National DNA Index System (NDIS).
Requirements of the FBI
The DNA Buccal Collection Kit(s) shall meet the requirements specified below; that is suited for international testing laboratory standards and the applicable quality assurance procedures.
1. The Collection Kit must contain all necessary items needed to take a buccal sample and optionally a fingerprint from a single arrestee, convicted offender, and/or non-US citizen detainee.
2. The DNA Collector Device must be manufactured by Bode Technology.
3. The vendor must be accredited by the International Organization for Standardization
(ISO) and comply with ISO 9000 standards
4. The vendor must be able to maintain a minimum of 100,000 Collection Kits in their inventory for immediate shipment to collection agencies upon approval of the FBI’s Contracting Officer’s Representative (COR). This is based on unknown surges in demand as agencies become compliant with the mandated federal legislation. Vendors that choose to propose an alternative approach to the minimum of 100,000 collection kits in their inventory must provide specific details on how many collection kits they can manufacture at any given time, and the timeframe of those kits will be available for shipment.
5. The Collection Kit must have Non-Indicating FTA Cards.
Collection Kit Description and Contents
• The Kit being mailed to the Federal Agency must contain the following items:
Gloves, Large, One (1) Pair, Nitrile
One (1) pre-inked fingerprint pad, Two (2) Clean Wipes (for ink removal)
One (1) Data form, Request for National DNA Database Entry Form (FD-936) with collection instructions, (with only one horizontal fold). The FD-936 will have a printed bar-coded serial number matching the bar codes on the return envelope and collection device in either format code 128 or 93.
One (1) Buccal Collection Device. The Buccal DNA Collector must be manufactured by Bode Technology. (The Bode Buccal DNA Collector is Made in the USA. The Buccal
Collection Device is one of the components of the Kit.)
The collection device must be linked to the data collection form (FD-936), (template will be provided by the FBI), with a unique encoded barcode identifier consisting of 8 alphanumeric characters using barcode format code 128 or 93. This barcode must be the same as the barcode specified above under “Outer Kit
Envelope/Package.” The three (3) barcodes should match one another (FD-936, Outer Kit Envelope, and the Collection Device).
The Bode DNA Collection Device and/or cassette must have available space for a 2” x
½” polyester adhesive barcode to be visible during the current punch process. (This barcode is affixed by FBI personnel once the kit is returned to the FBI Laboratory.)
The collection device must be a non-FTA direct collect device and will be stored between 45 and 70 degrees (Fahrenheit) in the FBI’s Laboratory Building. (The vendor must provide published research detailing the long-term storage of the non-
FTA device at room temperature.)
The collection device (archival cassette) must be able to be stored efficiently, utilizing an archival cassette, in quantities of no less than 500, using the current storage box measuring 4” H x 15 7/8” L x 15 7/8” W. The collection devices (archival cassettes) must be able to be arranged in evenly distributed columns, front to back, throughout the inside of the container. Each collection device (archival cassette) must be oriented so that the applied internal sample barcode (2” long by ½” tall) is oriented at the top of each collection device (archival cassette) reading from left to right for ease of identification and retrieval. The applied RFID tag provided by the FBI will be (1 ½” long by ½” wide, and 1/16” thick) must be oriented vertically when stored within the container.
The collection device (archival cassette) must be fully compatible with the listed punch equipment and have sufficient surface area to be punched a minimum of 15 times assuming a 1.2mm or 1.5mm punch size. (The FBI utilizes the BSD600 Ascent punch instrument.)
The collection device (archival cassette) must have available space to contain an RFID passive tag (1 ½” long by ½” wide, and 1/16” thick).
The Bode archival cassette is not provided in the collection kit. It will be provided separately to the FBI.
One (1) self-adhesive envelope to allow for the drying of the collection device and contains a desiccant packet.
Instruction sheet for buccal collection. (The instruction sheet will be provided and/or developed with the vendor before the collection kits are manufactured).
All bar codes within an individual kit must match.
Print the FD-936 form, (Request for National DNA Database Entry Form). This form must be printed in color to ensure that the red boxes on the original are preserved on the copies.
The FD-936 instructions must be printed on the back of the Request for National
DNA Database Entry Form. The vendor must use 100# Tag Stock paper to ensure that the instructions on the back are not visible in any way on the front of the collection form. These forms must be supplied to the facility pre-folded with one horizontal fold in the middle of the form, (and the fold must not cross any of the red boxes).
• The return envelope/package sent to the FBI’s FDDU must:
Be approximately 7 ½ inches wide [side-to-side] by 10 ½ inches in length [end-to-end]. This ensures that a data form, similar to the FD-936, Request for National DNA
Database Entry, (8 ½ inches by 11 inches), must fit inside the envelope by folding it in half.
Must be a colored, non-white, tamper evident, self-adhesive envelope, (envelope must have a tamper tape closure to alert the user that the integrity of the sample has not been compromised). Must obscure the internal contents to include any information on the FD-936 and the Collection Device. Envelope material can be
Poly or Tyvek, as decided by the government.
Must comply with the United States Postal Service (USPS) for a Business Reply Mail
(BRM) account set-up by the FBI. This account information, (address, account number, etc.), must be printed on the outside of the kit envelope to be mailed to the
FBI’s FDDU. The FBI will provide the contractor with pre-paid postal to be used on the kit envelope to be mailed to the FDDU. The postal positive must be printed in black ink.
The colored, non-white kit envelope going to the FBI FDDU will be labeled with the kit lot number and the unique bar-coded serial number, matching the barcodes on the FD-936 and the Collection Device.
The kit must be labeled:
Line 1: FEDERAL DNA DATABASE UNIT (FDDU)
Line 2: BUCCAL COLLECTION KIT
Line 3: Please see enclosed instructions or call the FDDU’s main telephone line for assistance.
Line 4: These kits are to be used for database purposes only and are not to be used for casework purposes.
Line 5: The kit lot number and bar-coded, (using barcode format 128 or 93, with a unique serial number to allow kit specific tracking). Note: The COR will provide the initial serial number.
