About this opportunity
The Defense Health Agency intends to solicit data abstraction services for the Defense and Veterans Eye Injury and Vision Registry (DVEIVR), a joint DoD/VA clinical data repository, with RFI responses due October 2, 2026. The procurement is currently designated as a competitive 8(a) set-aside on SAM.gov, though the final acquisition strategy remains preliminary pending market research findings and may shift to an SDVOSB or WOSB set-aside, pursue a partial set-aside, or compete full-and-open to maximize competition.
Contractor personnel will review, extract, and enter ocular and related clinical data from DoD and VA systems (AHLTA, TMDS, JLV, MHS GENESIS, VistA, and others) into DVEIVR. Services include data abstractor training, business process development, Standard Operating Procedures, quality monitoring, auditing, process improvement, and participation in working groups, change boards, and integrated product teams supporting the DoD Vision Center of Excellence.
Work is performed at the VCE facility Monday through Friday, excluding federal holidays. Performance objectives include 98% data abstraction accuracy, a minimum of one encounter per hour (with expectations of exceeding 1,800 records monthly six months after award), and quality reviews at two encounters per hour. All contractor personnel require a Common Access Card, security clearances, Cyber Awareness Challenge training, HIPAA training, and completion of DHA onboarding and Data Sharing Agreement requirements.
Sugpiat Defense, LLC holds the incumbent contract under W81XWH22C0041. Respondents must submit a white paper limited to ten pages demonstrating capability and knowledge; no staffing, resumes, transition schedules, management plans, or budgetary pricing are required at the RFI stage. The NAICS code is 541990 (All Other Professional, Scientific, and Technical Services); PSC is R405.
