About this file

This file is a Questions and Answers document from a Request for Information (RFI) issued on September 21, 2026, for data abstraction services supporting the Defense and Veterans Eye Injury and Vision Registry (DVEIVR).

The document addresses two key inquiries regarding the procurement strategy. In response to Question 1, the government confirms that Sugpiat Defense, LLC holds the incumbent contract under W81XWH22C0041. In response to Question 2, the government clarifies that while the requirement is currently designated as an 8(a) set-aside on SAM.gov, this designation remains preliminary and subject to market research findings. The final acquisition strategy has not been determined and will be informed by industry responses. The government may retain the 8(a) set-aside, remove it in favor of an SDVOSB or WOSB set-aside (consistent with Revolutionary FAR Overhaul authorities), pursue a partial set-aside, or compete the requirement full-and-open to maximize competition. The RFI response deadline is October 2, 2026, and the Defense Health Agency is the sponsoring federal agency.

QUESTIONS AND RESPONSES:

Question 1: Is an incumbent contract or contractor associated with the requirement?

Gov Response: Contractor: Sugpiat Defense, LLC; Contract: W81XWH22C0041 Question 2: Should industry view the 8(a) designation as preliminary and still subject to market research findings, or has a set-aside determination already been made?

Gov Response: The 8(a) designation on SAM.gov reflects that the requirement is currently in the 8(a) program. However, it remains preliminary and subject to the results of this market research.

Industry responses will inform the final determination on the most appropriate acquisition strategy—whether to retain the requirement in the 8(a) program, remove it for an SDVOSB or WOSB set-aside (consistent with the Revolutionary FAR Overhaul authorities), pursue a partial set-aside, or compete it full-and-open—to promote competition to the maximum extent practicable.

No final set-aside determination has been made.
