About this file
This is a Questions and Answers document dated September 22, 2026, addressing clarifications for a Defense Health Agency (DHA) Request for Information (RFI) regarding data abstraction services for the Defense and Veterans Eye Injury and Vision Registry (DVEIVR).
The incumbent contractor is Sugpiat Defense, LLC, operating under contract W81XWH22C0041. The requirement is currently designated as an 8(a) set-aside on SAM.gov; however, this designation remains preliminary and subject to market research findings. The final acquisition strategy may retain the 8(a) set-aside, remove it for an SDVOSB or WOSB set-aside, pursue a partial set-aside, or compete it full-and-open to maximize competition. Respondents should submit a white paper limited to 10 pages demonstrating their capability and knowledge to perform the required services, with no specific formatting requirements mandated. The white paper should not include proposed staffing, resumes, transition schedules, management plans, or budgetary pricing, as the full requirement has not yet been provided through formal solicitation. Past-performance examples are not restricted by recency period or recipient type, and vendors may demonstrate relevant capability through clinical registries, medical-record abstraction, and military/VA health-data quality work. For responses proposing prime/subcontractor or joint-venture approaches, respondents must provide organization name, address, contact information, business size and ownership type, UEI number, and CAGE code. No clarification questions will be accepted beyond those addressed in this Q&A document.

QUESTIONS AND ANSWERS:
Question 1: Is an incumbent contract or contractor associated with the requirement?
Answer 1: Contractor: Sugpiat Defense, LLC; Contract: W81XWH22C0041
Question 2: Should industry view the 8(a) designation as preliminary and still subject to market research findings, or has a set-aside determination already been made?
Answer 2: The 8(a) designation on SAM.gov reflects that the requirement is currently in the 8(a) program. However, it remains preliminary and subject to the results of this market research.
Industry responses will inform the final determination on the most appropriate acquisition strategy—whether to retain the requirement in the 8(a) program, remove it for an SDVOSB or WOSB set-aside (consistent with the Revolutionary FAR Overhaul authorities), pursue a partial set-aside, or compete it full-and-open—to promote competition to the maximum extent practicable.
No final set-aside determination has been made.
Question 3: Does the 10-page white paper limit include the cover page, table of contents, company information, resumes, and past-performance attachments? Please identify any required formatting, file type, or submission template, and whether clarification questions may be submitted separately from the white paper.
Answer 3: No clarification questions will be accepted at this time. Please provide a white paper (limited to 10 pages) with sufficient information to ensure that respondents can successfully perform to and fulfill all requirements. No format is provided as to not restrict responses.
Question 4: For the requested past-performance examples, what recency period and level of similarity should respondents use? May vendors demonstrate relevant capability through other clinical registries, medical-record abstraction, and military/VA health-data quality work where they have not directly supported DVEIVR?
Answer 4: The RFI does not restrict the recency nor who received the work.
Question 5: Given the Q&A statement that no final set-aside determination has been made, may a respondent present a proposed prime/subcontractor or joint-venture approach and rely on clearly attributed teammate experience? What information on each entity's role, size/status, and commitment should be included at the RFI stage?
Answer 5: Yes. Per the RFI: Organization name, address, email address, website (if available), telephone number. Business size and type of ownership (e.g., large business, small business, veteran-owned small business, service-disabled veteran-owned, HUBZone, 8(a), women-owned, etc.). UEI number (from SAM.gov) and CAGE code.
Question 6: Should the white paper include proposed staffing quantities, resumes, a transition schedule, draft management or quality plans, and budgetary pricing, or is a capability narrative with supporting experience sufficient? If any of these items are requested, please identify the assumptions and level of detail to use within the 10-page limit.
Answer 6: The RFI does not request a proposal/quote on how the work will be performed as the full requirement has not been provided to industry through a solicitation. The RFI requests, “Provide a brief description demonstrating your company’s ability and knowledge to perform the required services”.
