About this opportunity
The Air Force Materiel Command Lifecycle Management Center, specifically the Force Protection Division (AFLCMC/ESS), is seeking industry feedback through a Request for Information regarding the commerciality of Integrated Base Defense Security Systems (IBDSS) design, installation, and sustainment services. The primary objective is to determine whether these services—encompassing electronic security intrusion detection systems that provide deterrence, detection, assessment, and tracking capabilities—are holistically commercial or non-commercial offerings. Respondents must address critical questions including whether delivering integrated defense systems to the Air Force requires different capabilities than the traditional commercial market, whether they have delivered similar capabilities to the private sector, and what potential barriers or benefits exist for commercial designation. The RFI does not constitute a commitment to procure or issue a future Request for Proposal but is intended for informational and planning purposes. Responses are limited to 10 single-sided pages in unclassified format and must be submitted by March 6, 2026, at 3:00 PM Eastern Standard Time to mckenna.clippert@us.af.mil.
This opportunity carries no set-aside designation and does not identify any incumbent contractors or award values. Respondents must demonstrate recent experience within the past five years in physical security IDS design and installation at overseas and Department of Defense locations, including expertise in nuclear material facility security, SCIF and SAPF installations, Protection Level 1-4 resource security, DMDC3 platform integration, cybersecurity implementation, ISO 9001 quality management, and Model-Based System Engineering methodologies. Submissions must include company identification details such as CAGE code and DUNS number, along with detailed descriptions of relevant experience including complexity, scope, dollar value, dates, and customer points of contact. Current GSA schedule or IDIQ contract status should also be addressed in responses. The government is evaluating whether respondents have the capability to support commercial COTS equipment integration into the Defender Multi-Domain Command, Control, and Communications system architecture for Air Force installations at both continental United States and overseas locations.
