About this file

This is a Request for Information (RFI) issued by the Air Force Force Protection Division (AFLCMC/ESS) seeking industry insights on the commerciality of Integrated Base Defense Security Systems (IBDSS) design, installation, and sustainment services. The RFI is for informational and planning purposes only and does not constitute a commitment to procure or issue a future Request for Proposal. The Government seeks information on electronic security intrusion detection systems that provide deterrence, detection, assessment, and tracking capabilities for protecting Air Force resources and personnel at CONUS and OCONUS locations, including the ability to qualify Commercial Off-The-Shelf (COTS) equipment for integration into the Defender Multi-Domain Command, Control, and Communications (DMDC3) system architecture.

Respondents must address whether delivering integrated defense systems to the Air Force requires different capabilities than the traditional commercial market, whether they have delivered similar capabilities to the private sector, potential barriers or benefits of commercial designation, and current GSA schedule or IDIQ contract status. The RFI requests demonstration of recent experience (within five years) in physical security IDS design and installation at OCONUS and DoD locations, nuclear material facility security, SCIF and SAPF installations, Protection Level 1-4 resource security, civil engineering support, security studies and analyses, DMDC3 platform integration, network infrastructure configuration, contractor logistics support, program protection planning, cybersecurity implementation, ISO 9001 quality management, agile DevOps development, cloud computing, and Digital Engineering/Model-Based System Engineering methodologies. Responses are limited to 10 single-sided pages, must be unclassified, and are due by March 6, 2026, at 3:00 PM Eastern Standard Time to mckenna.clippert@us.af.mil. Respondents must provide company name, CAGE code, DUNS number, address, contact information, and a detailed description of relevant experience including complexity, scope, dollar value, dates, and customer points of contact.

Request for Information Integrated Base Defense Security Systems (IBDSS) 24 February 2026

THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. This RFI is for informational and planning purposes only and it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations only if properly marked and identified.

The Force Protection Division (AFLCMC/ESS) is seeking information regarding the acquisition and sustainment of Integrated Base Defense (IBD) physical security and force protection electronic security systems, equipment, and system integration capabilities. These activities include installation and sustainment services tailored to the Air Force Security Forces community; specifically electronic security intrusion detection systems which provide for a means to deter, anticipate, deny, detect, report, delay, assess, and track hostile and potentially hostile forces and targets for the protection of resources, work environments, and personnel. The scope of this work has historically consisted of, at a minimum: the design; development; procurement; system installation and integration; system test; system certification and accreditation; and performance-based logistical support of IBD systems and equipment at Department of War (Dow) locations at both Continental United States (CONUS) and Outside of the Continental United States (OCONUS) locations, as well as the ability to qualify candidate Commercial off the Shelf (COTS) equipment for use in Security Forces Government Off The Shelf (GOTS), Defender Multi-Domain Command, Control, and Communications (DMDC3) system architecture; support to DoD security system architecture development; procurement of approved IBD equipment to include Counter small Unmanned Aerial Systems (C-sUAS)-related equipment; and studies and analyses required to support the Force Protection Division.

The Government requests that industry partners provide insight regarding the applicability of a commercial designation to the holistic scope, aforementioned. Responses should address:

a) What, if anything, is required of your business to deliver integrated defense systems (IDS) to the Air Force that is not required in the traditional commercial market?

b) Has your business delivered same or similar capabilities to the private sector? Please specify customer industry if so.

c) What barriers or benefits may be associated with the assignment of a commercial designation?

d) Are you currently on a GSA schedule or IDIQ contract? If so, please provide the schedule or contract number.

The Government requests that responders have recent experience (within the last five years) in the activities listed below. If a responder does not have experience in each activity listed below, please clearly state as such.

a) experience in designing/installing physical security IDS installations at OCONUS locations for the DoW, Department of State (DoS), or any other federal agency, including theater Area of Responsibility (AOR) locations that provide the full range of intrusion detection system (IDS) capability (e.g. deterrence, detection, assessment, surveillance, command and control, automated access control, etc.)

b) experience in designing/installing DoW or Department of Energy (DoE) physical security IDS projects at facilities or locations used for nuclear material storage or disposal, nuclear weapon storage, disposal or maintenance, and/or energy production using fissionable materials that provide the full range of IDS capability (e.g. deterrence, detection, assessment, surveillance, command and control, automated access control, etc.)experience in designing/installing physical security IDS to Intelligence Community Directives (ICD) and Standards (ICS) as well as Underwriters Laboratory (UL) 2050 standards in Sensitive Compartmented Information Facilities (SCIF) or Special Access Program Facilities (SAPF) at US Government (USG) site locations for the DoW, Department of State (DoS), or any other federal agency, including theater Area of Responsibility (AOR) locations that provide the full range of intrusion detection system (IDS) capability (e.g. deterrence, detection, assessment, surveillance, command and control, automated access control, etc.)

c) experience in designing/installing/certifying physical security IDS to ICD/ICS and Underwriters Laboratory (UL) 2050 standards in SCIF or SAPF at non-USG controlled locations for the DoW, Department of State (DoS), or any other federal agency, including theater Area of Responsibility (AOR) locations that provide the full range of intrusion detection system (IDS) capability (e.g. deterrence, detection, assessment, surveillance, command and control, automated access control, etc.)
