About this opportunity

The Federal Bureau of Investigation's Criminal Justice Information Services Division is conducting market research on commercially available biometric matching algorithms for potential integration into the Next Generation Identification system, with responses due July 14, 2026 at noon Eastern Time. This is the third RFI iteration; the deadline was extended by two weeks from an original June 30, 2026 close, and a Questions and Answers document was posted June 22, 2026.

The FBI seeks information across nine areas: company ownership and structure (including foreign ownership implications), secure build and compilation facilities (required within the U.S. for foreign companies), biometric algorithm capabilities, transition approach, scalability, software maintenance, licensing with all associated costs, response times, and accuracy metrics. Required modalities include rolled fingerprints, flat/slap fingerprints, latent fingerprints with web-based case management, face recognition, iris recognition, and tattoo pattern recognition. All solutions must operate in an FBI-approved GovCloud environment and achieve FedRAMP High certification, with 99.95% uptime availability for 24/7 support. The transition approach must address migration of existing NGI repositories without data loss, spanning gallery sizes from 2 million to 650 million records with average monthly search volumes up to 5.2 million. Submissions are limited to 25 single-sided pages (Times New Roman 12-point, one-inch margins) in Microsoft Word, Excel, PowerPoint, or PDF format, submitted electronically to Contracting Officer Teala Watkins at tmwatkins@fbi.gov with subject line "RFI No. 3 - CJIS Biometric Algorithm Submission." Vendors should include NIST-validated performance data or comparable independent testing supporting response time and accuracy claims. Respondents bear all submission costs with no government reimbursement or contract obligation implied.
