About this opportunity
The United States Coast Guard, acting on behalf of the Government of Trinidad and Tobago through Foreign Military Sales (FMS), is conducting market research to identify qualified sources capable of providing one airboat with associated equipment, trailer, spare parts, in-country reactivation services, and in-country training services. The agency is seeking responses to this Request for Information (RFI) from potential vendors, with emphasis on small business participation under NAICS code 336612 (Boat Building). Key requirements include an 18-layer fiberglass hull airboat powered by a 509 C.I.D. 520 HP engine, dual tandem axle aluminum trailer, comprehensive two-week in-country training for recipient country personnel, and extensive documentation including operator manuals and technical drawings. Vendors must demonstrate specific technical capabilities addressing ABYC requirements, boat launch and recovery capabilities, hull design maturity, and warranty coverage of 10 years on the hull, deck, and trailer. The deadline for submitting responses to the RFI is December 5, 2025, with responses required via email to Contract Specialist Kerri Dolezal at Kerri.L.Dolezal@uscg.mil with the subject line "RFI Response - Airboat for Trinidad and Tobago."
This is a pre-solicitation notice only and carries no set-aside designation; the RFI is issued solely for market research purposes with no guarantee of contract award or future solicitation. No incumbent contractors or current contract holders are identified in this notice. While no specific budget range or award value is disclosed, vendors are instructed to provide rough order of magnitude (ROM) pricing that excludes shipping and travel costs, as the government will handle those expenses separately. The procurement encompasses one airboat unit with associated equipment and support services to be delivered and operationalized in-country, with the primary mission focused on disaster relief operations. Failure to respond or provide sufficiently detailed information may affect a vendor's consideration as a likely offeror should the government proceed to formal solicitation, though the government reserves the right to pursue any procurement arrangement it deems appropriate regardless of information submitted.

Failure to respond or submit sufficiently detailed information may result in an interested vendor not being considered a likely offeror when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.

It is the responsibility of the interested vendors to monitor the Contract Opportunities website.
