About this opportunity
NAVFAC Washington issued a Request for Industry Feedback on Construction Manager as Advisor (CMa) services with responses due by May 14, 2026. This RFI is informational only and does not constitute a solicitation or commitment to award; participation is voluntary and unpaid.
NAVFAC Washington seeks constructive feedback on three draft documents: a Statement of Work, evaluation criteria, and pricing structure for a potential future IDIQ. The CMa services will cover program management, project management, and construction management across 13 installations in Maryland, Virginia, and Washington D.C., including Naval Support Activity Washington, Joint Base Andrews, Marine Corps Base Quantico, and Naval Air Station Patuxent River. Services span pre-award planning, design, procurement, and post-award construction phases for Military Construction, Facilities Sustainment/Restoration/Modernization, and reimbursable projects.
Evaluation criteria comprise five equally-weighted technical factors plus price. Technical factors address management approach and organizational capacity, key personnel (five positions: Construction Executive, Senior Construction Manager, Senior Scheduler/Analyst, Senior Claims Analyst, Senior Program Manager), relevant experience (ten projects from the past seven years in specified categories with minimum construction values), safety metrics, and past performance. Respondents must classify themselves under NAICS 541330 (Engineering Services) with a $25.5 million small business size standard.
Submit responses using the attached CMa Submission Form to Lindsay Brown at Lindsay.m.brown14.civ@us.navy.mil. Identify any proprietary information submitted. A formal RFP, if issued, will be published separately.
