About this opportunity
The Air Force Security Assistance and Cooperation (AFSAC) Directorate at Wright-Patterson Air Force Base, Ohio has issued a Special Notice announcing its intention to award a sole source contract to Redwood Software, Inc. for Report2Web (R2W) Software Licenses. The Department of the Air Force published this notice on July 28, 2025, with a response deadline of August 20, 2025. The intended contract is a fixed-price agreement covering the period from September 11, 2025, through September 10, 2030, including a base period with four option years. This procurement falls under the Federal Acquisition Regulation (FAR) Part 6.302-1 for situations where only one source can satisfy agency requirements. AFSAC currently uses Redwood's Report2Web as their Enterprise Content Management (ECM) solution to deliver financial reports, logistics reports, and technical order documents to foreign partners globally.
The primary purpose of this sole source procurement is to continue software licensing for AFSAC's existing Report2Web solution, which has been in use since early 2019. The comprehensive license package includes multiple components such as production servers, concurrent seat value packs, publishing tools, automation engines, forms designer, archiver, approver, and 24x7 support services. The justification for sole sourcing stems from Redwood Software being the proprietary owner of the Report2Web software, with no third-party vendor reseller arrangements available. A Request for Information was previously posted in April 2025 to explore alternative solutions, but no viable competitors were identified despite inquiries from two vendors. The Air Force determined that Report2Web is uniquely configured for AFSAC's specific requirements and is the only solution that can maintain service continuity while preserving critical capabilities like archive migration, audit trails, and virtual printing services in the Air Force environment.
