About this opportunity

Paragraph 1:

The Princeton Plasma Physics Laboratory (PPPL), a National Laboratory and Federally Funded Research and Development Center operated by Princeton University under contract to the U.S. Department of Energy, is seeking to replace the existing XQT-1 "Big Blue" transformer located in its 138kV switchyard. The XQT-1 transformer, originally installed in 1958, has exceeded its expected useful life and shows significant signs of wear and deterioration. PPPL intends to replace the existing 30MVA transformer with two new transformers, XQT-1 (10MVA) and XQT-4 (30MVA), to separate the "house" and "experimental" loads. PPPL is issuing a Request for Information (RFI) to obtain industry input on cost, lead time, and industry trends to refine the replacement transformer specifications and scope of work prior to issuing a Request for Proposal (RFP).

Paragraph 2:

This procurement is not set aside for any specific program. PPPL has not identified any potential incumbents or current contractors. The budget range for this procurement has not been specified. The key numerical details provided include the current transformer rating of 30MVA and the planned replacement with two transformers rated at 10MVA and 30MVA respectively.

Notice text

Princeton Plasma Physics Laboratory (PPPL), a National Laboratory and Federally Funded Research and Development Center (FFRDC), operated by Princeton University under contract to the United States Department of Energy, wishes to obtain expression of interest from potential sources with the capacity and technical capability to replace the existing XQT-1 “Big Blue” transformer (rated at 30MVA with a 138kV primary winding and a dual 4.16kV secondary winding) located in PPPL’s 138kV switchyard. This transformer was originally installed in 1958 and has far exceeded its expected useful life of 30 years, showing significant signs of wear and deterioration. XQT-1 steps down the incoming utility voltage for campus distribution.  It has dual secondary windings to serve both “house” and “experimental” loads.  This configuration is not ideal and is one of the reasons why PPPL intends to replace XQT-1 with (2) new transformers, XQT-1 and XQT-4, to allow for the separation of the different load types.  Please review the attached General Requirements - Replacement of XQT-1 for more detailed information.

Interested parties are invited to respond to this notice by providing information requested in the attached Request for Information - Replacement of XQT-1.

This SOURCES SOUGHT notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by PPPL.  This notice is intended strictly for market research. This is NOT a solicitation for proposals, proposal abstracts, or quotations.  No solicitation exists at this time.  The purpose of this notice is to obtain information regarding the availability and capacity of qualified sources that are capable of providing the required services.

Please be advised that PPPL will not reimburse parties for any costs incurred in responding to this request.  Expressions of interest must be delivered to PPPL Procurement Specialist, Chi Man Cheung by 4:00 PM Eastern, June 26, 2024.  Should PPPL proceed with issuance of a Request for Proposal (RFP) for this requirement, all parties responding to this notice will be notified of RFP availability.  Questions pertaining to these may be directed to Chi Man Cheung at (609) 243-3092, and by email to ccheung@pppl.gov.
