About this file
This document is a Request for Information (RFI) issued by the Princeton Plasma Physics Laboratory (PPPL), a National Laboratory and Federally Funded Research and Development Center (FFRDC) operated by Princeton University under contract to the United States Department of Energy. The purpose of this RFI is to obtain information from potential sources regarding the replacement of the existing XQT-1 "Big Blue" transformer located in PPPL's 138kV switchyard.
The key details provided in the RFI include a request for the following information from interested parties: 1) a rough order of magnitude cost estimate with a breakout of shipping and transportation, 2) estimated lead time following release of the transformer broken out by design, manufacturing, testing/inspection, and delivery, 3) opportunities to improve lead time, such as an expediting fee, 4) insights into current industry trends concerning mineral oil-filled transformers vs natural ester-filled transformers and the ability to meet FM Global requirements, 5) the supplier's quality assurance process and any current testing limitations when it comes to FR3 transformers, 6) the supplier's current manufacturing backlog, and 7) the location of the supplier's manufacturing facility and the ability to manufacture the transformer subassemblies within the US in compliance with the Buy America Act. Responses to this RFI are due by 4:00 PM Eastern on June 26, 2024.

REPLACEMENT OF XQT-1 TRANSFORMER
REQUEST FOR INFORMATION
Please provide the following information:
1. A rough order of magnitude cost estimate with a breakout shipping and transportation.
2. Estimated lead time following release of transformer broken out by design, manufacturing, testing/inspection, and delivery.
3. Are there any opportunities to improve lead time, such as an expediting fee?
4. What specified transformer subsystems most impact lead time? Are there technical parameters that could be made more flexible when balancing performance with availability and cost?
5. Please share insights into current industry trends concerning mineral oil-filled transformers vs natural ester-filled transformers. Would it be a challenge to meet FM Global requirements?
6. What does your quality assurance process entail? Do you have any current testing limitations when it comes to FR3 transformers?
7. Do you currently have a manufacturing backlog?
8. Is your company domestic or foreign? What is the location of your manufacturing facility? Can the transformer subassemblies also be manufactured within the US in compliance with the Buy America Act?
