About this opportunity

The National Oceanic and Atmospheric Administration seeks replacement of approximately 68 hydraulic hoses on the R/V Chesapeake, a 55-foot research vessel, with quotations due May 25, 2026 at 5 PM EST. The procurement is set-aside for small business under NAICS 336611 (Ship Building and Repairing), with a 1,300-employee size standard. Questions are due May 11, 2026 at 11 AM EST.

Place of performance is Cambridge, Maryland, or within 70 nautical miles thereof. Work includes removal and replacement of fuel, lubrication, oil distribution, oil drain pan, cooling, raw water, hydraulic, and drivetrain hoses identified by orange and red color-coded tags (numbered 35–68 and 103–136), with re-tagging and inventory data sheet updates. Hoses must be Aeroquip FC300 series braided hose or Parker brand equivalent for non-fuel applications, and Aeroquip FC234 series high-temperature fuel lines for fuel systems; all materials must meet commercial or military specifications and OEM standards. Installation requires commercial-grade stainless steel clamps, permanent chaffing material where needed, operational leak tests with the vessel underway in the presence of the Vessel Operations Coordinator and captain, and compliance with OSHA, ABYC standards, American Bureau of Shipping rules, Title 46 CFR, and NOAA Small Boat Program requirements. Work must be completed within 21 calendar days of award or the earliest available start date. The contractor must be certified to perform maintenance and repair services on marine vessels of this size. Foreign national technicians require prior authorization from the Department of Commerce Servicing Security Office.

Period of performance extends from contract award through September 30, 2027. The contract will be awarded as a single firm fixed-price purchase order on an all-or-none basis with Net 30 payment terms, FOB Destination. Evaluation is pass/fail on Technical Acceptability/Capability, Past Performance (demonstrated through contracts or subcontracts completed within the past three years of similar scope, magnitude, and complexity), and Price. Quotations must include itemized costs for labor, parts, materials, travel, and services; available start dates; and estimated completion times. A site visit with Captain Gary Culver at (443) 786–2222 or Gary.Culver@maryland.gov is strongly encouraged.
