FY2025 Statement of Work R/V Chesapeake (R5502) – Hose Partial Replacement in 2026

1. Introduction

The NOAA Cooperative Oxford Laboratory (COL) operates a 55-foot research vessel R/V Chesapeake. This is a 33-ton vessel with a 17-foot beam. The COL is seeking firm fixed price quotes for the replacement of 20% of vessel hoses (fuel, lubrication, oil distribution, oil drain pan, cooling, raw water, hydraulic, drivetrain, high pressure). Five sub-groups of the hoses (~20% each subset) have been previously inventoried and color coded with tags to facilitate replacement per NOAA Small Boat Program (NSBP) and US Coast Guard (USCG) requirements. For further information, contact the Vessel Operations Coordinator (VOC) and government point of contact, Dr. John Jacobs (see contact information provided below).

2. Background The vessel is a previous USCG Aid to Navigation Boat (ATON) built in 1977 and a 58’4” LOA thirty-seven-ton aluminum hull research vessel with a 16’9” beam, and 5’2” draft. The NOAA Small Boat Program preventative maintenance plan is to replace approximately 20% of vessel hoses on a regular basis to prevent a maintenance or environmental incident while underway. Down times for such issues affect the vessel’s availability to conduct project missions in a timely manner and increase operational cost to the vessel and scientific party. Thus, approximately 20% of total hoses, or other number specified, are targeted to be replaced every 2 years in order to meet the requirement for 100% replacement of all hoses in a ten-year period. Subgroupings of hoses are separately identified with different color-coded tags bearing the year of installation as well as specific identifying information for ease of replacement rotation.

Site Visit Contractors are encouraged to contact Captain Gary Culver, (vessel captain and technical point of contact), to arrange a date and time to visit the vessel R/V Chesapeake located in Cambridge, MD and review project components, tasks, and existing site conditions pertinent to this statement of work for the purposes of formulating a quotation. The vessel captain or their designee shall accompany Contractor employees during their site visit and onboard work. It is the Contractor’s responsibility to confirm existing conditions and evaluate requirements listed in the Statement of Work herein. Failure to attend a site visit to determine existing site conditions will not be considered a basis for granting additional compensation. Offerors wishing to schedule a site visit shall contact Captain Gary Culver (Vessel Captain and Technical POC):

Objectives and Scope

The Contractor shall remove and replace approximately 68 hoses (as identified by orange and red tags) as a component of the vessel’s 20% hose replacement plan to improve operational safety and complete preventative and cyclical maintenance onboard the vessel. Hoses for current replacement are identified in the inventory list of hoses provided at the end of this document and are color coded with orange and red tags. Hoses with orange-coded tags are numbered from 35-68 and hoses with red-coded tags are numbered from 103-136 in the hose inventory. Tags will be removed from the current hoses and, if legible, re-attached to the replacement hoses with the date changed to reflect the replacement date. If tags are missing or cannot be legibly updated then a new tag of corresponding color will be prepared and positioned for writing to be clearly visible and easily read during the hose’s lifecycle. New tags will bear the same information contained on the original tags except the date will be changed to reflect the date of replacement. Any considered deficiencies in the specified system or statement of work need to be brought to the attention of the VOC and Technical Representative upon Contractor’s initial evaluation and quote. The Contractor shall provide timely completion of work in order to meet the required completion schedule. Work shall be completed observing OSHA, ABYC, and other applicable requirements of the NOAA Small Boat Program. Parts and materials replaced shall meet commercial and/or military specifications and shall meet or exceed Original Equipment Manufacturer (OEM) standards.

Contractor shall verify part numbers and assure they are appropriate for marine application aboard this vessel. Cost, timely completion to meet contract delivery date, quality of design and workmanship, and the use of high-quality materials are government priorities. Contractor will verify all hose records are complete and accurate. Contractor shall comply with applicable marine codes and Code of Federal Regulations for successful completion of this work. Parts and materials used must meet commercial heavy duty and/or military specifications – recreational grade is not acceptable. Period of Performance for this contract shall be to complete all tasks, deliverables, and installation between September 2026 and September 2027 or sooner while keeping in coordination with vessel availability.

Scheduling of hose replacement services must be coordinated and approved by the vessel captain and the VOC prior to beginning work to accommodate previously scheduled underway time for research projects and reserve dates. The Contractor shall furnish all labor, materials, equipment tools, travel and services necessary to complete identified tasks on time. A Contractor’s Log shall be kept identifying any vessel deficiencies noted or additional work recommended by the Contractor for future maintenance periods.
