About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking to replace the existing cooling tower at the Martinez VA Medical Center in Martinez, California. The project involves a one-to-one replacement of the B20 cooling tower with a new unit featuring stainless steel coils instead of the current galvanized steel, while utilizing existing concrete pads and beams. This task order proposal request is limited to contractors who have already been awarded a Veterans Integrated Service Network 21 Multiple Award Construction Contract (MACC) from Network Contracting Office 21. The contract will be awarded based on price only to the responsible offeror whose proposal is most advantageous to the government. Following multiple amendments, the final proposal submission deadline is July 18, 2025, at 8:00 AM PDT, with proposals to be emailed to specified VA contracting officers. A mandatory site visit was conducted on July 7, 2025, and the Request for Information period closed on July 9, 2025.

This procurement is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 236220 (Commercial and Institutional Building Construction). The project has a performance period of approximately 180 calendar days after notice to proceed, with work to be performed at the Martinez VA Medical Center located at 150 Muir Road, Martinez, CA 94553. While no specific contract value is disclosed in the solicitation documents, the project scope includes replacement of mechanical equipment, electrical work, and adherence to Davis-Bacon wage determinations for the California region. Contractors must meet specific safety requirements including maintaining an Experience Modification Rate of 1.0 or less and having no more than three serious OSHA or EPA violations in the past three years. The solicitation includes comprehensive technical specifications, utility drawings, and requirements for reusing existing hydronic piping and components where possible while ensuring all new installations conform to project specifications.
