About this opportunity

The Department of the Air Force Air Combat Command is seeking a small business contractor to replace degraded and obsolete Excel 5000 series controllers at Building B583 located at Offutt Air Force Base in Nebraska. The procurement involves a one-time service to replace multiple Honeywell controllers, including XL500 units, Zone Managers, XL10 and XL100CU controllers, along with associated actuators, valves, thermostats, and humidistats. The contract requires full replacement, programming, database migration, and graphics updates while maintaining building occupancy and supporting mission-critical Airfield Control functions. Award will be made on a best value basis with technical capability evaluated as acceptable/unacceptable, focusing on the three lowest-priced quotes. Key dates include a site visit on December 4, 2024, questions due by December 9, 2024, and quotes due by December 18, 2024 at 11:00 AM CST, with answers to questions to be provided by December 10, 2024.

The solicitation is a 100% Small Business Set-Aside under NAICS Code 238210 and PSC N059, specifically requiring Honeywell equipment due to the base's existing building management system. Potential contractors include Engineered Controls and Honeywell International, with a preference for local vendors who understand the existing infrastructure. While no specific award value is mentioned, the contract is subject to Service Contract Labor Standards with minimum wage rates between $12.90 and $17.20 per hour depending on the contract date. The project involves replacing 3 XL500 units, 1 Zone Manager, 17 XL10 controllers, and 4 XL100CU controllers, with a requirement for cybersecurity compliance and a minimum one-year warranty. Currently, funds are not available for the project, and no award will be made until funding is secured. The place of performance is Offutt Air Force Base in Nebraska, with work to be completed while maintaining continuous building operations.
