About this opportunity
The National Institutes of Health, Office of Logistics and Acquisition Operations, intends to sole-source a firm-fixed-price purchase order to Bruker Biospin Corp. for replacement components of nuclear magnetic resonance (NMR) spectroscopy and electron paramagnetic resonance (EPR) infrastructure, with responses due August 3, 2026 at 7:00 a.m. EST and award anticipated approximately ten days thereafter.
The acquisition justifies sole-source award under FAR 6.302-1, citing Bruker Biospin Corp. as the only known responsible source capable of meeting the requirement. The Laboratory of Chemical Physics within NIDDK requires replacement components for end-of-life equipment that cannot be repaired due to discontinued manufacturing. The Q-band EPR spectrometer currently operates continuously without sufficient capacity for method development; replacement components aim to enhance experimental throughput.
The LCP employs this instrumentation for mission-critical biomedical research including structural and dynamic characterization of proteins and nucleic acids, mechanisms of phosphorylation in intrinsically disordered proteins, and distance measurements in biomolecules using pulsed Q-band EPR techniques with Double Electron-Electron Resonance (DEER) capabilities. This research supports NIH's mission in understanding disease mechanisms related to diabetes, metabolic disorders, and neurodegenerative conditions. Place of performance is Bethesda, Maryland.
The Government reserves the right to compete the award based on responses. Small businesses—including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses—may submit written capability statements demonstrating ability to perform the requirement. Responses should be emailed to Lynda.Cole@nih.gov.
