About this file
This is a Notice of Intent to Sole Source a firm-fixed-price purchase order to Bruker Biospin Corp. (UEI: WWMWFMKJLH33) for replacement components of nuclear magnetic resonance (NMR) spectroscopy and electron paramagnetic resonance (EPR) infrastructure. The National Institutes of Health, specifically the Laboratory of Chemical Physics (LCP) within NIDDK, intends to award this contract under FAR Part 6.302-1, citing Bruker Biospin Corp. as the only known responsible source capable of meeting the requirement. The acquisition addresses end-of-life components that cannot be repaired due to discontinued manufacturing and aims to enhance experimental throughput for the Q-band EPR spectrometer, which currently operates continuously without sufficient capacity for method development.
The LCP uses this advanced NMR and EPR instrumentation for mission-critical biomedical research focused on structural and dynamic characterization of proteins and nucleic acids, mechanisms of phosphorylation in intrinsically disordered proteins, and distance measurements in biomolecules using pulsed Q-band EPR techniques with Double Electron-Electron Resonance (DEER) capabilities. The research supports NIH's mission in understanding disease mechanisms related to diabetes, metabolic disorders, and neurodegenerative conditions. Award is anticipated approximately ten days after the notice date, with a submission deadline of 7:00 a.m. EST on Monday, August 3, 2026. Small businesses—including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses—may submit written capability statements demonstrating their ability to perform the requirement. Responses should be emailed to Lynda.Cole@nih.gov, and the Government reserves the right to compete the award based on submitted responses.

Notice Of Intent To Sole Source To Replace Several Components Of The Existing Nuclear Magnetic Resonance.
(PCA-NIDDK-03040)
The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Bruker Biospin Corp. Bruker Biospin Corp. UEI is WWMWFMKJLH33 .
In accordance with FAR Part 6.302-1, Bruker Biospin Corp. the Contractor is the only known responsible source who can provide the item that meets our standards. No other source has been identified who can provide the requirement listed below.
The purpose of this acquisition is to replace several components of the existing nuclear magnetic resonance (NMR) spectroscopy and electron paramagnetic resonance (EPR) infrastructure that are reaching end-of-life status and cannot be repaired due to discontinued manufacturing of key components. In addition, the current Q-band EPR spectrometer operates continuously (24/7), limiting experimental throughput and method development.
Project background: LCP, conducts advanced research in biomolecular structure, conformational dynamics, and molecular mechanisms using nuclear magnetic resonance (NMR) spectroscopy and electron paramagnetic resonance (EPR) spectroscopy. The advanced NMR and EPR instrumentation in the LCP support mission-critical biomedical research.
The federally conducted research programs focus on:
· Structural and dynamic characterization of proteins and nucleic acid
· Mechanisms of phosphorylation and regulation in intrinsically disordered proteins
· Transient conformational states associated with ligand and substrate binding
· Sparsely-populated excited states of proteins associated with macromolecular recognition, allostery, assembly and fibril formation
· Long-range distance measurements in biomolecules using pulsed Q-band EPR techniques
This research supports NIH’s mission to advance fundamental knowledge of biological systems and to improve understanding of disease mechanisms relevant to diabetes, metabolic disorders and related conditions, and neurodegenerative conditions associated with protein fibril formation and aggregation leading to a variety of amyloidosis. High-field 600-MHz NMR spectrometers equipped with cryogenic probe technology and Q-band pulsed EPR spectrometers capable of Double Electron-Electron Resonance (DEER) measurements are essential infrastructure for this research. These complementary methods provide distance measurements and structural and dynamic information that is not obtainable by other biophysical techniques. NMR provides atomic resolution information that allows almost every atom in a protein to be probed. While one of the main sources of structural information provided by NMR relates to interproton distances separated by less than 5-10 Å, pulsed Q-band EPR spectroscopy, particularly Double Electron–Electron Resonance (DEER) enables distance measurements between pairs of paramagnetic centers ranging from 20-160 Å. When combined with rapid mixing/freeze-quenching methods, DEER measurements can provide critical insight into kinetics and mechanisms of conformational transitions.
This notice is not a request for competitive quotes. Bruker Biospin Corp. is the manufacturer. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
Please email responses to Lynda.Cole@nih.gov no later than 7:00 a.m. EST on Monday August 3, 2026.
