About this opportunity

The National Park Service Southeast Region seeks removal, installation, and repair of waterway markers at Biscayne National Park in Homestead, Florida, with quotations due September 4, 2026, at 5:00 P.M. Eastern. The procurement is a Total Small Business Set-Aside (NAICS 237990, size standard $45.0 million).

Place of performance is Biscayne National Park, Homestead, Florida. Work must be completed within 180 calendar days following Notice to Proceed, with the performance period running September 14, 2026, through February 15, 2027. The scope includes removal of two damaged steel I-beam fixed shoal markers at Sands Cut; installation of five new fixed pile-mounted waterway markers at Sands Cut and Caesar Creek; repair of approximately ten existing "Danger Shoal" information markers (with one additional Featherbed Bank marker repair scope to be identified prior to field work); and installation of government-furnished dayboards and solar lights. The contractor supplies all materials, vessels, equipment, labor, supervision, mobilization/demobilization, and lawful disposal, excluding dayboards and solar lights.

Work is firm-fixed-price and must account for pile penetration of 8 feet minimum in sand or 10 feet in mud, with predrilling or pile shoes at no additional cost if rock or hard substrate is encountered. The contractor must independently secure all project staging outside the park; NPS does not provide bathymetric data, substrate borings, or installation records. All travel, lodging, and per diem are contractor-funded. Contractor must maintain an on-site superintendent at all times and comply with OSHA, Coast Guard maritime regulations, and environmental protection guidelines for protected marine species.

Evaluation uses Lowest Price Technically Acceptable methodology based on technical capability, three past performance references, and price. Questions are due August 28, 2026. Electronic submission only; hardcopy and facsimile will not be accepted. The contracting officer is Noelli Medina at noelli_medinamarin@ios.doi.gov.
