Materials and installation specifications are extensive, including pile penetration requirements of 8 feet minimum in sand or 10 feet in mud, plastic capped pile tops with stainless steel fasteners, marine-grade stainless steel through-bolts for dayboard attachment, treated timber crossmen, and 3M High Intensity White Reflective tape bands. The NPS will supply dayboards and solar lights; the contractor supplies all mounting hardware, caps, reflective tape, and related materials. Contractor responsibilities include securing a staging area, maintaining an on-site superintendent at all times, ensuring all incomplete work is marked for waterway traffic safety (maximum two unfinished pile assemblies per workday), compliance with OSHA and Coast Guard maritime regulations, and adherence to environmental protection guidelines for sea turtles, manatees, and smalltooth sawfish. All travel costs, mobilization, lodging, and per diem are contractor-funded. The NPS handles all marker permitting activities and will issue Notice to Proceed upon receipt of regulatory permits and approvals.

STATEMENT OF WORK

2026 Waterway Marker Updates, Biscayne National Park Homestead, Florida April 2026

1. Background The National Park Service (NPS) seeks to hire a contractor to remove, replace, and repair waterway markers within the boundary of Biscayne National Park (www.nps.gov/bisc/planyourvisit/maps.htm).

2. Period of Performance All tasks for this contract must be completed within 180 calendar days following the Notice to Proceed. Days listed herein refer to calendar days.

3. Scope The contractor shall perform the following tasks and provide a cost breakdown to include materials/equipment, labor, administration, mobilization, and other fees. Mobilization cost shall be as a bid line item.

Task 1. Planning Meeting

The Contractor will participate in a planning meeting with NPS staff at the Biscayne National Park Convoy Point headquarters in Homestead FL. The planning meeting will include a site visit on an NPS vessel to view project marker locations. Project objectives, logistics, methods, equipment, staffing, scheduling, and regulations/guidance for working within the park will be discussed. The planning meeting is expected to take one half day and should only be attended by essential personnel from the contractor team who will be onsite during project implementation.

Task 2. Waterway Marker Removal

The Contractor shall remove two steel I-beam from the oceanside entrance to Sands Cut (Figure 1, Table 1). I-beams shall be vertically pulled or cut off at the mudline. The Contractor shall be responsible for lawful disposal of all removed material and shall not leave any related debris on sea floor.

Task 3. Waterway Marker Installation

The Contractor shall install a total of five (5) single fixed wood piles with 3’ dayboards, at locations including the oceanside entrance to Sands Cut and the bayside entrance to Cesar Creek (Table 1, Figure 1). Each new pile-mounted marker will consist of a 10” diameter capped coated (Timberguard or similar) wood pile marked with reflective tape, and one or more dayboards. The Contractor will be responsible for installing capped piles and mounting the dayboards. The Contractor will supply the capped piles, mounting hardware (including

Statement of Work 2026 Waterway Marker Updates

Biscayne National Park crossmen and timber spacers), stainless steel mounting hardware, and reflective tape.

Dayboards and solar lights will be supplied by the NPS, and installed by the Contractor.

Task 4. Dayboard Installation

An estimated ten existing fixed pile-mounted “Danger Shoal” information markers in the park are in need of repair. Dayboards and reflective tape are damaged or missing. Nine markers are confirmed damaged (Table 1, Figure 2) and one additional marker repair (location TBD) is included in this Statement of Work. The Contractor shall remove and lawfully dispose of any existing damaged dayboards and reflective tape, and install new dayboards and reflective tape.

The Contractor will supply mounting hardware (including crossmen and timber spacers), caps, stainless steel mounting hardware, and reflective tape. Dayboards and solar lights will be supplied by the NPS, and installed by the Contractor.

4. Specifications and Requirements Materials and installation specifications are as follows:

• Piles shall be 10” in diameter and shall be polymer-coated timber (Timberguard or similar). The length of the pile will vary based on the water depths at each location, such that at least 9’ but no more than 12’ is visible above the mean high water line.

• Piles shall penetrate at least 8 feet of sand, or at least 10 feet of mud, as appropriate to support the marker. If rock is encountered, predrilling of the pile hole and/or a pile shoe may be required at no additional cost to the NPS. If an augering or punching method is deemed necessary to install pile into rock or hard substrate, the method must first be approved by the NPS.

• Piles shall not be connected, or joined together to lengthen.

• Any piles which require excessive bending in order to frame properly shall be withdrawn and reinstalled to the proper batter. Piles shall not be installed and then pulled into position. Minor adjustment (less than 3° to vertical) is allowed after pile installation;

however, the Contractor is fully responsible to ensure soil has settled around the pile so that no listing will occur.

• Piles damaged, not installed in the correct location, or driven out of alignment shall be withdrawn and replaced by new piles or shall be cut off at the mud-line and additional piles installed as directed, without additional cost to the NPS.

• All piles shall be capped with plastic pointed black caps attached with a minimum of four #10 x 1.5” stainless steel screws and be even with the top corner or side of the dayboard (± 6”). The cap shall fit the pile naturally without having to modify the pile cap in any fashion to forcefully fit the pile diameter (e.g. splitting a cap to fit a larger diameter pile than the pile cap was designed to fit).

• Dayboards shall be drilled and fastened by penetration of the post by marine grade (type 316) stainless steel ¾” through bolts, which must not extend more than 1” or less than ½” beyond an assembly of a type 316 stainless steel hex-nut, a stainless steel lock washer, and a stainless steel flat washer. A nylon flat washer will be placed between stainless steel fasteners and aluminum dayboards to prevent bi-metallic corrosion. All fasteners shall be vandal proofed.

• Timber 2” x 4” crossmen shall be installed at on the back of all dayboards and 4” x 4” timber spacers shall be installed at the top of the dayboard so that it will be slanted out.

The crossmen and spacers should extend the width of the sign at the attachment point.

• The crossmen shall be treated with Chromated Copper Arsenate (0.60), Alkaline copper quat. (0.60), or Ammoniacal copper zinc arsenate (0.60), and attached between the top and bottom corners of the dayboard.

• Dayboards shall be drilled and fastened to crossmen with 3/8” x 1.5” marine grade stainless steel lag bolts, stainless steel lock washers, and stainless steel flat washers adjacent to the top and bottom corners of the dayboard. A nylon flat washer will be placed between stainless steel fasteners and dayboards to prevent bi-metallic corrosion.

All fasteners shall be vandal proofed.

• Dayboards will not have predrilled holes. The Contractor shall not impact the message area or reflective surfaces of the dayboard when drilling holes in the dayboards, or split the ends of the 2” x 4” or 4” x 4” crossmen timbers on the backs of dayboards. The Contractor will replace, at its own expense, any dayboards that it damages during the installation process.

• Bolt holes shall be bored 1/8” larger than the diameter of the bolt.

• The bottom of the dayboards must be a minimum of 6 feet above the mean high water level and not exceed 9 feet above the mean high water level. Piles must be shortened as needed to accommodate correct dayboard position as dictated by the normal mean high watermark in the area of installation. Dayboards must be centered on pile(s).

• The Contractor will supply and install two 6” reflective tape (3M High Intensity White Reflective #3870) bands per pile, with the first band being placed 6” from the bottom of the dayboard, and the second band being placed 8” from the bottom of the first band.

All tape shall be adequately secured with a minimum of four stainless steel staples per band or otherwise in accordance with the manufacturer’s recommendations.
