AMENDMENT 0001
ATTACHMENT 0003 – QUESTIONS AND ANSWERS
Solicitation No. 140P5426Q0036
2026 Waterway Marker Removal, Installation, and Repair – Biscayne National Park
Amendment Number 0001 Attachment Number 0003 Date Issued August 29, 2026 Quotation Due Date September 4, 2026, at 5:00 P.M. Eastern (unchanged)
PURPOSE OF AMENDMENT
Amendment 0001 incorporates this Attachment 0003 to provide the Government's responses to questions received concerning Solicitation No. 140P5426Q0036. The questions and answers below clarify the existing requirement and shall be considered part of the solicitation.
Except as specifically clarified herein, all other terms, conditions, specifications, requirements, and the quotation due date remain unchanged. Offerors shall acknowledge receipt of Amendment 0001 in their quotation.
Question 1 – Repair 10 – Featherbed Bank Location Question: The SOW identifies Repair 10 as a TBD location within the general Featherbed Bank vicinity. If available prior to the quotation due date, please provide the anticipated coordinates or specific location of this marker.
Government Response: The specific coordinates for Repair 10 are not available at this time. Repair 10 will be located within the general Featherbed Bank vicinity identified in the SOW and will involve replacement of missing or damaged dayboards and reflective tape consistent with Task 4 and Table 1. NPS will identify the specific Repair 10 location prior to commencement of the applicable field work and will address the location during post-award planning/site coordination. Offerors shall include one additional Featherbed Bank marker repair in their firm-fixed-price quotation based on the repair scope stated in the solicitation.
Question 2 – Existing Marker Conditions Question: Are current photographs or additional condition information available for the ten existing fixed pile-mounted markers designated for repair? In particular, please confirm whether the anticipated repair scope is limited to replacement of damaged/missing dayboards, reflective tape, lights where identified, and associated mounting hardware, or whether offerors should anticipate repairs to the existing piles or other structural components.
Government Response: No additional photographs are being provided with this amendment. The repair scope for the ten existing markers is limited to removal and lawful disposal of damaged dayboards and reflective tape; installation of Government-furnished replacement dayboards; replacement of reflective tape;
and furnishing/installation of the mounting hardware, crossmen, timber spacers, caps, and related hardware required by the SOW. Government-furnished solar lights are to be installed only at the repair locations identified in Table 1 as requiring a light. Repair or replacement of the existing support piles or other structural components is not included in the current repair scope. If a materially different structural condition is identified during performance, the Contractor shall notify the Contracting Officer and shall not perform out-of-scope structural work without written Contracting Officer direction.
Question 3 – Water Depth and Substrate Information Question: The SOW establishes pile embedment requirements and addresses installation where rock or hard substrate is encountered. Does NPS have available water-depth, bottom/substrate, prior installation, or other
NATIONAL PARK SERVICE
Biscayne National Park
Solicitation 140P5426Q0036 | Amendment 0001 | Attachment 0003 site-condition information for the five new pile locations at Sands Cut and Caesar Creek that can be provided to offerors for pricing purposes?
Government Response: NPS is not providing additional bathymetric data, substrate borings, as-built records, or prior pile-installation records with this amendment. Offerors shall base their pricing on the locations and requirements provided in the SOW and on information reasonably obtainable through their own pre-award review or inspection. The quotation shall account for the specified pile elevation and embedment requirements and for the SOW requirement that, if rock or hard substrate is encountered, predrilling, a pile shoe, or another NPS-approved installation method may be required at no additional cost to the Government.
Question 4 – Staging Question: The SOW states that the Contractor is responsible for securing a staging area for project vessels and equipment. Is any Government-controlled staging, temporary loading/unloading, or material-transfer access available at Convoy Point or another Biscayne National Park facility, or should offerors assume that all project staging must be independently secured outside the park?
Government Response: Offerors shall assume that all project staging for vessels, equipment, materials, and routine loading/unloading must be independently secured by the Contractor. No Government-controlled staging area is included in the solicitation. Convoy Point is identified for the planning meeting and Government coordination; offerors shall not rely on use of NPS docks, yards, ramps, or other facilities for project staging in developing their price. Any limited access to Government facilities that may later be authorized for coordination or material transfer is subject to NPS approval and is not guaranteed.
Question 5 – Government-Furnished Dayboards and Solar Lights Question: Please confirm where the Government-furnished dayboards and solar lights will be made available to the Contractor and whether they are anticipated to be available for pickup at the time of mobilization following Notice to Proceed.
Government Response: NPS will make the Government-furnished dayboards and solar lights available to the Contractor at Biscayne National Park, Convoy Point Headquarters, 9700 SW 328th Street, Homestead, Florida 33033, unless another NPS location is designated in writing. The Government anticipates that the items will be available for transfer to the Contractor in coordination with mobilization following Notice to Proceed. The exact pickup/transfer date will be coordinated during the planning meeting. After transfer, the Contractor is responsible for loading, transportation, protection, security, and installation of the Government-furnished items in accordance with the SOW.
Question 6 – Pre-Award Site Inspection Question: FAR 52.237-1 urges offerors to inspect the site and satisfy themselves regarding conditions affecting performance. Is a pre-award inspection of the offshore marker locations permitted using an offeror-provided vessel, and, if so, is advance coordination with NPS required?
Government Response: Yes. Offerors may independently inspect the offshore marker locations using an offeror-provided vessel, at their own expense and risk, provided they comply with applicable park rules, U.S.
Coast Guard requirements, navigational restrictions, and resource-protection requirements. NPS will not provide a vessel or an escorted pre-award site visit. Advance coordination with NPS is not required for independent observation from waters that are otherwise open to the public; however, any requested access to NPS facilities, docks, restricted areas, or NPS staff assistance must be coordinated in advance through the Contracting Officer. Offerors shall not disturb, climb, alter, or perform work on any marker during a pre-award inspection. The post-award planning meeting and NPS-vessel site visit required by the SOW remain unchanged.
