The procurement had been a 100% Service-Disabled Veteran-Owned Small Business set-aside.

Prior to cancellation, the solicitation had been amended three times. The original due date of August 10 was extended to July 13 via Amendment P00002 (issued June 30), then further extended to July 20 via Amendment P00003 (issued July 13). Work was to be performed at nine facilities across Richmond National Battlefield Park: six base locations (Chimborazo Visitor Center, Cold Harbor Visitor Center, Watt House, Ranger Office at 1900 Maintenance Way, Maintenance Building, and Auto Shop) and three optional items (Garthright House, Housing Quarters 13 at 1910 Maintenance Way, and Fort Harrison Visitor Center). The scope encompassed demolition and replacement of heat pumps, air handling units, exhaust fans, boilers, ductwork, and controls; installation of VAV boxes, mini-split systems, and energy recovery ventilators; and system commissioning. All electrical work required licensed Virginia electricians.

The contract was firm-fixed-price, awarded via Lowest Price Technically Acceptable process, with estimated magnitude between $250,000 and $500,000. Contract performance was 242 calendar days from notice to proceed, with period August 17, 2026 through April 19, 2027. Davis-Bacon wage rates applied under General Wage Decision VA20260007 (Virginia County, Richmond). NAICS code was 238220 with $19 million small business size standard. A bid bond of 20 percent of bid price or $1 million (whichever was less) was required; performance and payment bonds at 100 percent of contract price were mandatory within 10 days of award. Offerors had to certify SDVOSB status and submit experience questionnaires, equipment schedules, and biobased product documentation.
