The project encompasses six base bid line items and three optional items across multiple park buildings including the Chimborazo Visitor Center, Cold Harbor Visitor Center, Watt House, Ranger Office, Maintenance Building, Auto Shop, Garthright House, Housing Quarters 13, and Fort Harrison Visitor Center. Base work includes replacing heat pumps, air handling units, exhaust fans, and boilers; installing VAV boxes, mini-split systems, attic fans, and energy recovery ventilators; cleaning existing ductwork; and installing new HVAC controls and commissioning systems across the facilities.
The contract is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19 million. The estimated project magnitude is between $250,000 and $500,000 with a firm-fixed price award using the Lowest Price Technically Acceptable process. The performance period is 242 calendar days from notice to proceed, with negotiable duration. Davis-Bacon wage rates apply (Virginia County, Richmond, Building Construction Type—General Wage Decision VA20260007). An organized site visit is scheduled for Wednesday, June 15, 2026, at 10 AM Eastern. The Project Manual establishes comprehensive requirements for submittals, quality control, project management coordination, scheduling, record documentation, and compliance with applicable building codes, OSHA regulations, and historic preservation standards specific to the National Park Service Northeast Region.
