About this opportunity

The Department of the Interior Bureau of Indian Affairs is issuing a Sources Sought Notice to identify qualified Indian Economic Enterprises capable of replacing a fuel oil furnace and associated equipment with a propane-based heating system at BIA Building 308 in Owyhee, Nevada. This pre-solicitation notice is issued under the Buy Indian Act and is for market research purposes only, not constituting a binding solicitation or commitment by the Government. Interested firms must submit a capability statement that demonstrates relevant experience, technical qualifications, and available equipment and personnel, along with a completed Indian Economic Enterprise Representation Form certifying their eligibility. The Government intends to assess whether this requirement can be fulfilled through an Indian Economic Enterprise set-aside, with responses due by January 13, 2026. Key requirements include possession of a Nevada C-21 HVAC contractor license and compliance with applicable state and local regulations including NFPA 58 and Uniform Mechanical Code standards.

This procurement is designated as a set-aside specifically for Indian Economic Enterprises under the Buy Indian Act, requiring firms to be at least 51 percent owned by one or more Indians or Indian Tribes and controlled by Indians. The requirement falls under NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19 million ceiling, though the actual contract value for this specific project is not specified in the notice. The project scope includes decommissioning the existing fuel oil system, installing a new 90,000–125,000 BTU propane furnace in the basement, and placing a 300–400 gallon propane tank at least 10 feet from the building's exterior walls, along with all necessary permitting, coordination, piping installation, and system commissioning. The performance period is scheduled from February 1, 2026 through April 1, 2026, providing a two-month window for completion of all work. The Government reserves the right to request additional eligibility documentation at any point in the acquisition process.
