About this file
This Statement of Work (SOW) details a project to replace a fuel oil furnace with a propane heating system at the Bureau of Indian Affairs (BIA) Building 308 in Owyhee, Nevada. The project involves decommissioning the existing fuel oil system, installing a new 90,000-125,000 BTU propane furnace in the basement, and placing a 300-400 gallon propane tank at least 10 feet from the building's exterior walls. The contractor will be responsible for obtaining necessary permits, coordinating with local authorities, installing all piping and hardware, and completing system commissioning and testing.
The project is specifically targeted as a set-aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act, with a NAICS code of J041 for Plumbing, Heating, and Air-Conditioning Contractors. The performance period is from February 1, 2026 to April 1, 2026, and requires a licensed Nevada C-21 HVAC contractor who can comply with all state and local regulations, including NFPA 58 and Uniform Mechanical Code standards. Interested firms must be at least 51% owned by Indians or Indian Tribes, controlled by Indians, and qualify as a small business under the assigned NAICS code.

Statement of Work (SOW) Project Title: Replacement of Fuel Oil Furnace with Propane System Location: BIA Building 308, 1324 Justice Way, Owyhee, NV 89832 Facility Size: 3,037 SF, single-story with full-height basement Objective
· Replace the existing fuel oil furnace, tank, and associated piping and support equipment with a propane-based heating system to improve efficiency and safety at BIA Building 308.
Scope of Work – Contractor Responsibilities
· The contractor shall perform the following tasks in accordance with applicable building codes, safety standards, and environmental regulations:
· The contractor shall provide all labor, materials, equipment, tools, transportation, permits, and supervision necessary to complete the following.
Project Coordination
· Schedule and conduct a pre-construction site visit with BIA’s Eastern Nevada Agency Acting Facilities Manager.
· Develop a detailed work plan and timeline for all phases of the project.
· Coordinate with local permitting authorities to obtain necessary mechanical and fuel system permits.
· Maintain daily communication with the Facilities Manager regarding progress, issues, and inspections.
Decommissioning of Existing Fuel Oil System
· Safely disconnect and plug all existing fuel oil lines entering the building to prevent leaks or contamination.
· Remove all interior fuel oil piping, valves, and hardware. Ensure proper containment and handling of residual fuel.
· Transport and dispose of removed materials at a licensed disposal facility in accordance with Nevada Division of Environmental Protection (NDEP) guidelines.
· Remove the existing fuel oil furnace from the basement, ensuring no damage to surrounding infrastructure.
Installation of Propane Furnace System
· Select and install a propane furnace rated between 90,000 and 125,000 BTUs, suitable for the building’s size and heating load.
· Position the new furnace in the basement, approximately 15 feet from the fuel pipe entry wall, matching the location of the previous unit.
· Ensure proper anchoring, leveling, and clearance around the furnace for maintenance access and airflow.
· Connect the furnace to existing ductwork, modifying as needed to ensure airtight seals and efficient airflow.
· Install venting and exhaust systems in compliance with Uniform Mechanical Code (UMC) and NFPA 54 standards.
Propane Tank Installation
· Install a propane tank with a capacity between 300 and 400 gallons, placed at least 10 feet from any exterior wall or ignition source.
· Construct a rigid support system for the tank footings, including concrete pads or anchored steel supports as required by code.
· Install protective barriers or bollards if the tank is exposed to vehicle traffic or other hazards.
Piping and Hardware Installation
· Install exterior piping from the propane tank to the building, including regulators, shut-off valves, and pressure relief devices.
· Install interior piping from the building entry point to the furnace, ensuring proper sizing, slope, and support.
· Pressure test all piping systems prior to connection to ensure leak-free operation. Buried lines should be pressure tested to a minimum of 30 psi. Subaerial sections of lines can be soap bubble tested in lieu of pressure testing.
· Label all piping and components according to code for future maintenance and safety.
System Commissioning
· Perform a full system startup, including ignition of the propane furnace.
· Verify proper operation of all components: burner, thermostat, airflow, exhaust, and safety controls.
· Conduct a final inspection with the local building authority and obtain sign-off.
· Provide BIA with documentation of installation, permits, inspection approvals, and warranty information.
Regulatory Requirements
· All work must comply with applicable Nevada state and local regulations, including:
· Permits and Inspections
· A mechanical permit is required for furnace replacement, regardless of fuel type.
· Installation of propane tanks and piping must comply with NFPA 58 (Liquefied Petroleum Gas Code) and Uniform Mechanical Code (UMC) standards.
· All work must be performed by a licensed HVAC contractor holding a Nevada C-21 license.
· Final inspection by the local building authority is required to verify code compliance and safe operation.
Tank and Furnace Placement
· Propane tanks must be placed at least 10 feet from buildings and ignition sources, with clear space above relief valves.
· Furnace installation must follow UMC and IRC standards adopted by the local jurisdiction (e.g., 2018 IRC, UMC, NEC)4.
Environmental Considerations
· If contamination is suspected during removal of the fuel oil tank or piping, the contractor must report any release of petroleum products over 25 gallons or affecting groundwater to the BIA immediately, upon the discovery of the release.
Deliverables
· Fully operational propane furnace system
· Properly installed and supported propane tank
· Verified and tested heating system
· Documentation of installation, permits, and inspection approval
Assumptions and Constraints
· Contractor is responsible for obtaining all necessary permits and scheduling inspections.
· All disposal must be handled in accordance with environmental regulations.
· Work must comply with all applicable building codes and safety standards.
Approval Criteria
· Furnace system must pass operational testing.
· Installation must meet safety and building code standards.
· Final approval by BIA’s Eastern Nevada Agency Acting Facilities Manage Period of Performance
· 02/01/2026-04/01/20236
