About this opportunity

The Department of Agriculture Animal and Plant Health Inspection Service seeks replacement of exterior electrical wiring and lighting fixtures at its Mexican Fruit Fly Eclosion Center in Reynosa, Tamaulipas, Mexico, with quotations due June 5, 2026, and questions due June 1. This is a Total Small Business Set-Aside, limiting competition to small businesses.

Amendment 1, posted May 9, corrected the estimated project magnitude to below $25,000; however, the original RFQ summary states an estimated magnitude between $100,000 and $250,000, and offerors must acknowledge receipt of the amendment prior to the June 5 deadline. Place of performance is the USDA APHIS facility at Carretera Reynosa a Matamoros KM79, Brecha 102, Reynosa.

The scope comprises three primary tasks: removal and installation of approximately 500 meters of Type 2+1 Figure-8 aluminum aerial cable at 9.5 meters height using a hydraulic bucket truck (or articulated manlift as an approved alternative); removal and installation of new 100W light fixtures on existing 9-meter high arm poles with weather-sealed National Electrical Code-compliant connections; and supply, installation, and testing of 10-gauge and 12-gauge copper/aluminum conductors with exclusive use of Burndy USD aluminum connectors and anti-corrosion paste. The contractor must provide its own equipment, comply with OSHA and USDA safety regulations including fall protection and lockout/tagout, and remove debris daily. Work must commence within 10 calendar days of Notice to Proceed and complete within 30 business days.

The award vehicle is a firm-fixed price purchase order. Evaluation follows a lowest price, technically acceptable approach, with only the lowest priced quotation initially evaluated for technical acceptability and past performance. Evaluation criteria include price reasonableness and realism, technical capability for electrical and lighting work of similar scope, and past performance based on customer satisfaction, schedule adherence, and regulatory compliance. Bonds are not required. NAICS 238210, PSC Y1PZ.
