About this file
This file is a Requests for Information (RFI) and Responses document for the contract opportunity "Replace Exterior Lighting and Wiring" (Solicitation Number 12639526Q0140) issued by the Department of Agriculture Animal and Plant Health Inspection Service Marketing and Regulatory Programs Business Services.
The document addresses two key technical inquiries from offerors regarding project specifications outlined in the Statement of Work. First, regarding Distribution Wiring Gauge for Task C, an offeror requested clarification on whether proposals must strictly adhere to the SOW requirement of 10 AWG and 12 AWG conductors, noting that their engineering assessment recommends 6 AWG conductors due to superior tensile strength, improved performance, and increased ampacity (55-65 amps) for the aerial installation. The Government's response directs offerors to adhere strictly to the specified 10/12 AWG requirements despite acknowledging the technical advantages of larger conductors. Second, regarding Access Equipment for Task A, an offeror requested clarification on the bucket truck requirement, proposing that an articulated manlift would offer operational and safety advantages for handling and installing lighting components at elevation. The Government's response permits the use of a manlift as an alternative to the bucket truck, indicating it is acceptable for this project. Both responses confirm that proposals must comply with SOW specifications, with limited flexibility permitted only where the Government explicitly approves alternatives.

RFIs and Responses
1. Distribution Wiring Gauge (Task C) The Statement of Work specifies the use of 10 AWG and 12 AWG conductors for the aerial power distribution scope. Based on the observed span lengths and outdoor installation conditions, our engineering team has advised that a larger conductor size may be more appropriate from both a mechanical and operational standpoint. Specifically, they believe that a 6 AWG conductor would provide greater tensile strength and improved performance for the intended aerial application.
Should offerors prepare their proposals strictly in accordance with the current SOW requirements (10/12 AWG conductors and bucket truck)?
We understand that being a thicker conductor, it increases the ampacity (current-carrying capacity) to a range of between 55 and 65 amps, offering greater electrical safety and stability. Technically, we feel it to be a better option. However, the additional cost is prohibitive. Please adhere to what is specified.
2. Access Equipment (Task A) The Statement of Work identifies a bucket truck as the required access equipment. Following their site evaluation, our engineering team indicated that an articulated manlift may offer operational and safety advantages for this particular environment. Their assessment is based on the nature of the work involved, including the handling and installation of lighting components at elevation, where additional positioning flexibility and operator support may be beneficial.
In light of these observations, we respectfully request clarification regarding the Government's preference.
We agree that its use is ideal, as it will provide greater safety and ergonomics for the work of the engineers on-site. A manlift is sufficient for use on this project.
